General Background and Position Description

USAID Power Distribution Program (PDP) is providing assistance to the government owned Power Distribution Companies of Pakistan (DISCOs), with the aim to curtail losses, enhance revenues and have a well regulated power distribution system in Pakistan.  PDP’s assistance, in its current phase, is geared towards Multan Electric Power Company (MEPCO) and Peshawar Electric Power Company (PESCO) and will end in Septmber 2015.

Under the direction and supervision of the USAID Power Distribution Program (PDP)  Engineering Manager at Peshawar Electric Supply Company (PESCO) or Multan electric Power Company (MEPCO), the Field Engineer will liaise and provide technical assistance to DISCO construction activities in the field for all the Engineering Team Tasks performed by various PESCO or MEPCO line crews. This position will be responsible for interpreting the standard drawing, Geographic Information System (GIS) maps/Sketches and Bill of Quantity (BOQs) for various Work Orders issued by DISCO Planning & Engineering (P&E) engineers and will make sure that the DISCO line crews install various types of USAID/PDP provided equipment and material in accordance with the approved plans and standards and follow the approved design packages. The incumbent will liaise with PDP Field Operation (FO) Quality Assurance (QA) Team to inspect, approve and sign off the final installation.   

Relevant Experience:

  • B.Sc. Engineering with minimum of Seven (7) to Ten (10) years field experience OR Associate Degree/Diploma in Engineering with minimum of  Ten (10) to Fifteen (15) years of experience OR Line Superintendent from a Distribution Company (DISCO) with minimum of Fifteen (15) to Twenty (20) years’ experience in distribution system construction, project management or operation of an electric utility.
  • Previous field experience with an Electrical Utility specifically with a DISCO will be an asset. Previous work with a construction contractor associated with a DISCO on distribution system improvements will be desirable.
  • Knowledge of the DISCO environment, ability to speak the Urdu language and an established positive reputation within the DISCO community are highly desirable assets for this position.
  • The candidate preferably be from Khyber Pakhtunkhwa or Multan and must be familiar with the local environments in the assigned location, either Peshawar or Multan.
  • The candidate must be able to use his/her own transport and mobile for work related travel and communication.  
  • Demonstrated communication skills (written and verbal).
  • Knowledge of Microsoft Office.
  • Willingness to learn and operate in a strong team environment.
  • Ability to work within schedules and deadlines.
  • Ability to establish and maintain effective working relationships and communications with DISCOs management, DISCO employees, and field project colleagues.
  • Ability to organize work, establishes priorities, meet established deadlines, and follow up on assignments with a minimum of direction.

Job Description:

Specific assignments of the position will be as under,

  • Work with DISCO P&E Engineers to understand and grasp the contents of various Technical Proposals including GIS Sketches, BOQs and the Standard Drawings for each Work Order issued.
  • Liaise with DISCO Subdivisions and Material Management to obtain Material release Orders for various Work Orders.
  • Coordinate with DISCO line crews to schedule the work activities in the field for each Work Order or group of similar Work Orders.
  • Assess the need for training of any DISCO line staff assigned to work on these projects and coordinate with PDP Field Operation to provide the required training.
  • Explain the technical parameters of each Work Order to the line crew before actual field work for better understanding by them and to implement exactly as planned as designed.
  • Make sure and coordinate the availability and arrival of line crews at site for execution as planned and scheduled.
  • Be available at site during the execution to make sure the equipment and material is installed as planned and as per standard drawing.
  • Coordinate and obtain approval from P&E Engineers for any major changes necessary as a result of field conditions.
  • Agree and approve any minor changes in the field based on the site conditions. May consult P&E Engineers as necessary.
  • Coordinate and liaise with Field Operation QA Team to inspect and approve the installation. Rectify discrepancies noted by QA Team if any.
  • Inspect and make sure the DISCO line crews wear the necessary safety gear and conditions are safe for execution of the work.
  • Assist implementing necessary Standard Operating Procedures (SOPs) for filed construction including outage requests etc.
  • Generate Status Reports.
  • Other tasks as may be assigned by the PDP Engineering Manager PESCO or MEPCO.
