I. Job Title: Human & Institutional Capacity Development Expert

II. Project Name and Objective: The USAID Punjab Enabling Environment Project (PEEP), Contract Number AID-391-C-14-00002.  The objective of PEEP is to improve the enabling environment for the agriculture sector in Punjab to promote private sector led growth, especially focusing on horticulture, dairy and livestock sub-sectors. PEEP will help create internationally competitive policy environments for livestock and dairy sub-sectors providing the private sector with the security required for investments in agriculture aimed at improving the quality and quantity of produce in the domestic market.

IV. Estimated Duration of Assignment:  Through the end of the Project.

V. Ultimate Authority and Chain of Command:   Ultimate day to day field supervision and authority for all PEEP personnel and all aspects of PEEP activities rests with the Chief of Party (COP) or his/her designee, and in the Chemonics home office, with the PEEP project management unit (PMU) Director. The individual holding this position shall take no managerial or technical direction from any individual who is not formally employed in the chain of command between the individual and the COP, the COP’s designee, or the PMU Director.                                                                                                                                                      

VI. Reporting Responsibilities: The individual holding this position shall administratively report to the PEEP Business Enabling Environment (BEE) Specialist.

VIII. Position Objective, Generally Applicable Functions, and Specific Tasks:

A.     Position Objective. Human and Institutional Capacity Development Expert (HICD) will be responsible for development and implementation of the capacity building strategy and the annual work plans. The HICDE will be responsible for defining institutional development strategies including SWOT, TNA and GAP analysis across project’s partners including government departments and agencies, civil society organizations and business associations. He/she will process findings to support capacity building interventions.

A.    Generally Applicable Functions. As directed by the supervisor for this position, or by the Chief of Party, the individual holding this position shall perform the following general functions:

  • Perform tasks necessary to ensure successful implementation of the project’s work plan and components thereof;
  • Ensure weekly updates of relevant portions of the project’s work plan and components thereof;
  • Ensure timely, high quality completion of all relevant reporting requirements;
  • Ensure that day-to-day personal behavior and performance are fully compliant with the project’s policy manual;
  • Exercise professional interpersonal skills to effectively work with all project staff, clients, counterparts;
  • Ensure close collaboration and teamwork with all project components;
  • Conduct all business in a manner that respects local culture;
  • Maintain high ethical standards at all times, avoiding any actual or perceived conflicts of interest;
  • Abide by all local laws, USAID regulations, and US Embassy/USAID project directives; and
  • Perform any and all other tasks as may be assigned in a manner that contributes to achievement of the project’s work plan and objectives.

B.     Specific Tasks. As directed by the supervisor for this position, or by the Chief of Party or his/her designee, the individual holding this position shall perform the following specific tasks:

  • Provide expert technical guidance on all aspects of HICD to the PEEP team and other stakeholders;
  • Assume a lead role in various stages of the HICD of the partner Government of Punjab (GoPb) departments and agencies as well as the private sector and civil society partners.
  • Produce a capacity building and organizational development strategy for relevant government institutions and/or agencies as well as the private sector and civil society partners.
  • Conduct training needs assessments (TNA), GAP and SWOT analysis among the relevant institutions with the aim of developing tailored plans which will improve their ability to support and regulate private sector in the horticulture livestock and dairy sub-sectors.
  • Oversee and supervise training and technical assistance to stakeholders
  • Coordinate with technical thematic experts to review capacity building plans, training agendas and curriculum materials on given topics
  • Train staff in a Trainer-the-Trainer format on specific learning modules so they are capable to deliver to other audiences
  • Provide guidance to Human Resources department across selected institutions on recruitment and hiring of additional staff, as necessary
  • Assist key stakeholder’s departments to align staff skills against the needs of the horticulture, livestock and dairy sub-sectors through drafting scopes of work and departmental assessments
  • Support development of a key stakeholder’s Human Resources Strategy for retention of existing staff and future recruitment
  • Coordinate administrative management and participant training teams with the component managers and staff
  • Create international competitive institutional capacity development studies for the PEEP target sub-sectors;
  • Develop strategies for gender specific interventions, including special incentives packages to support gender integration into the PEEP target sub-sectors;
  • Integration of gender equity into all aspects of capacity development related activities;
  • Contribute in monthly, quarterly and end of project reports, and write ad-hoc reports when directed by COP.
  • Any other tasks assigned by COP or his/her designee

VIII. Policy and Procedures:  With respect to all policies and procedures related to this position, written guidance in the form of the Project’s Field Personnel and Operations’ Policy Manual will be issued and updated from time to time that will clarify, modify, and/or establish, project policies and procedures that govern either directly or indirectly the duties and responsibilities of this position.  It is incumbent upon all Project employees to stay apprised of all policies and procedures in the Project’s Field Personnel and Operations Policy Manual, as updated. In addition, should the individual holding this position be unclear at any time as to the meaning of any policy and/or procedure presented in these files, or any verbal instructions given by the employee’s supervisor, the employee has the right and obligation to request written clarification from the Chief of Party or his/her designee.

IX. Qualifications and Educational Requirements:  The individual holding this position shall possess the following:

A. General Qualifications/Skills

  • Ability to perform successfully as a member of multiple project-related teams;
  • Demonstrated successful interpersonal skills;
  • Ability to effectively use information technology
  • Ability to work independently with minimal supervision, to prioritize work assignments, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image of PEEP and Chemonics.

B. Specific Qualifications

  • Minimum eight years of experience in sector assessment, strategic planning, project management, institutional capacity development programs, program design, monitoring and evaluation; relevant experience in investment or policy related training programs will be considered an advantage;
  • Strong working knowledge of USAID’s HICD model;
  • Experience providing performance assessments, performance solutions design, and performance monitoring and management system design;
  • Demonstrated experience in Training Needs Analysis, GAP and SWOT analysis
  • Excellent communication, management, planning and co-ordination skills, including coordinating complex programs, and working with multidisciplinary teams
  • Established working relationships with various key stakeholder organizations in Punjab.
  • Previous USAID and/or other donor funded programs would be an advantage
  • In-depth knowledge of USAID programmatic, compliance and reporting requirements
  • Superior written and verbal communication skills in English.

C. Educational Requirements

A master's degree in business/public administration, education, applied behavioral sciences, or a related field, such as human resource management, industrial and organizational psychology, or economic and political development
