Project Description

USAID is a development partner to the Government of Sindh and is currently supporting the Department of Education and Literacy with implementation of the Sindh Basic Education program (SBEP) in Districts Sukkur, Khairpur, Larkana, Qambar-Shahdadkot, Jacobabad, Kashmore, Dadu and selected towns of Karachi city. The overarching goal of SBEP is “Increased and Sustained Student Enrollment in Primary, Middle and Secondary Schools in targeted geographical locations in Sindh.” The Sindh Reading Program (SRP) is a five-year initiative in the same geographic areas of the parent SBEP. SRP will support the SBEP goal based on lessons learned from USAID and the Government of Sindh’s legacy of early grade teaching and learning.

Over the life of project, SRP aims to:

  • Improve teacher competencies for effective early grade reading and mathematics instruction;
  • Improve early grade reading and mathematics assessment practice;
  • Improve student access to supplementary reading and mathematics material;
  • Enhance participation of parents and caregivers in support of early grade literacy and early grade numeracy for out of school children.

Position Objective:

The DCOP is the second most responsible position on the program, accountable for quality control and successful execution of all project components in line with the expectations of USAID, government stakeholders, and the education community of Sindh. Under the direction of the COP and in consultation with SRP’s four component leaders, the DCOP will supervise implementation of all field-based activities, consider strategic adjustments to achieve maximum results, and provide hands-on direction and oversight to all regionally-based staff and subcontractors. S/he will directly supervise three Learning and Literacy Advisors (LLAs) posted in Karachi, Sukkur, and Larkana, as well as sub-partners HANDS, IRC, MDC, and VTT, who are responsible for all direct engagement at the school and community-level within SRP districts. The DCOP will ensure that information and knowledge is captured from all field locations and appropriately coordinated with the Chief of Party, Component Leaders, the Monitoring and Evaluation (M&E) Manager, and the Communications & ICT Manager. S/he will ensure that the impact and learnings surrounding project activities are being documented to support our overall project narrative with project stakeholders. The DCOP will serve as a member of the SRP senior management team (SMT), together with the Chief of Party and Operations Manager, and will serve as acting Chief of Party when the COP is not available.

The DCOP will adhere to and act in accordance with Chemonics’ professional code of ethics, ‘Living Our Values’, and will make the principles of the code a part of SRP’s culture and operating procedures.

 Qualifications

  • Advanced degree in an education or a related field. Academic qualifications in applied linguistics and/or language education and acquisition preferred.
  • At least five years of experience in middle and senior-level managerial roles for large-scale development projects and activities, including management of subcontractors and staff working across large geographic areas.
  • Deep understanding of the primary education sector in Pakistan and Sindh in particular, and access to a network of relevant stakeholders and decision-makers. Demonstrated ability to build networks and alliances across public, private, and civil sectors required.
  • Previous experience designing and implementing school quality improvement programs, preferably early grade reading programs.
  • Demonstrated ability to work independently with minimal oversight, to take accountability for achieving results, and to develop highly-functioning teams.
  • Proficiency (speaking, listening, reading, and writing) in Urdu, and English required with proficiency in Sindhi preferred.
  • Willingness to travel frequently (at least 50% of the time) within selected districts in northern Sindh and towns of Karachi as well as occasionally to other areas of Pakistan.
