Province Manager – Lahore, Pakistan – DFID Pakistan Empowering Voices and Accountability for Better Health and Nutrition Project

GRM Futures Group seeks to employ a Province Manager for an upcoming 4-year Department for International Development (DfID) project to improve accountability for better health and nutrition. The position will be full time based in Lahore with frequent travel to Islamabad and KPK.

The objective of the programme is to increase the demand for better Reproductive Maternal Neonatal and Child Health (RMNCH) services and nutrition and empower citizens to hold the service providers to account. Women, girls and children with the greatest needs and from underserved backgrounds will be prioritized. This programme is part of the larger Provincial Health and Nutrition Programme in KP and Punjab Provinces, and will complement other programmes focusing on supply-side interventions by increasing demand and strengthening mechanisms for greater and effective citizen participation and monitoring of health services.

The successful applicant will be expected to:

  • Assist in defining operational plans in collaboration with rest of the team within the framework of the project
  • Management and Implementation of the Punjab Component of EVA-BHN.
  • Lead Punjab implementation team. Coordinate work streams; Engage with and report on outputs.
  • Provide communication, information, briefings
  • Ensure timely delivery of quality services and contractual commitments
  • Oversee timely and accurate reporting including the production of all quarterly report content and any additional reporting required.
  • Develop and oversee the capacity of the Punjab team and manage their performance in line with GRM Human Resource policy.
  • Management of programme risk
    • Contribute, and where appropriate oversee, the development of and adherence to business processes and administrative procedures
    • Responsibility for the use of reimbursable financial project resources in Punjab, excluding lines associated with GRM expenditure.
    • Responsible for ensuring the project demonstrates good value for money.
    • Respond to requests for information or action on specific issues such as preparation of monthly funds transfer requests and management reporting.  
    • Represent and promote the legitimate commercial interests of GRM.

The Successful candidate will demonstrate:

  • Previous senior management experience on a DFID funded Health or Governance project in Pakistan
  • Proven ability to manage and motivate a team of experts
  • Technical expertise and experience of key health issues in the Punjab province; especially those related to Reproductive, Maternal, New-born and Child Health
  • Technical expertise and experience of policy, advocacy, governance and accountability issues in the Punjab province
  • Excellent understanding of financial and administrative processes of a donor-funded project
  • Relevant Masters qualification or higher in Health or Governance
  • Proven ability to work with donors and major stakeholders
