Chemonics International, an international development consulting company based in Washington, D.C., seeks Pakistani national candidates for the USAID-funded Punjab Enabling Environment Project (PEEP). This five year initiative aims to improve the enabling environment for the agriculture sector in Punjab to promote private sector led growth, especially focusing on the horticulture and dairy and livestock sub-sectors. We are seeking technical specialists for the following long-term position based in Lahore, Punjab province, Pakistan.

Private Sector Advocacy Specialist

Reporting to PEEP Chief of Party, Private Sector Advocacy Specialist will lead PEEP’s private sector advocacy efforts to an inclusive, private sector-led process for advocacy. She/he will identify and engage with private sector players including firms, associations, civil society organizations, and chambers of commerce who will invest the time and energy to private sector advocacy for the PEEP’s target sub-sectors. Specific responsibilities include:

  • Identify the major challenges and issues that hinder the reform process in horticulture, livestock and dairy sub-sectors. 
  • Organize ongoing dialogue via virtual methods such as Google groups or social media options.
  • Support the Core Advocacy Group (CAG) to oversee the roundtables, manage the advocacy strategy, and organize private sector participants to promote the industry position.
  • Provide and/or organize training in direct support of skills development for the advocacy process and for conducting econometric and qualitative data research to improve evidence-based policy development. Support training for technical skills for private sector firms or government employees, especially those involved in regulatory processes.
  • Promote market-led price structures in horticulture, livestock, and dairy through market research, stakeholder consultations and public outreach.
  • Responsible for building advocacy capacity through action-orientated analysis, engaging directly with key partners such as private sector entrepreneurs, civil society actors, and Punjab government, to identify and implement reforms.
  • Oversees stakeholder engagement activities, including issue panels, roundtables, and core advocacy groups, and the design of outreach and communications interventions.

Qualifications

  • Master degree in business administration, social sciences or related field from a leading Pakistani or international university; MBA/PhD preferred;
  • Minimum ten (10) years’ experience working in the private sector in senior positions; some international experience will be advantageous;
  • Experience in and an understanding of the state of private/public sector dialogue at provincial and national level;
  • Strong understanding of Punjab’s trade and investment landscape particularly in the targeted sub-sectors;
  • Knowledge and proven experience conducting and facilitating consultancy assignments for strategic planning;
  • Strong analytical skills;
  • Demonstrated leadership, versatility, and integrity;
  • Flexibility, creativity, and the ability to maintain a rapid and demanding pace of work;
  • Strong interpersonal, writing, and oral communication skills;
  • Detail oriented and ability to accurately document files;
  • Fluency in both written and oral English and Urdu required.
  • Good computer skills with ability to prepare and deliver PowerPoint presentations.
