BACKGROUND

Pathfinder International is being supported by the UNFPA to roll out the RESPond Project, an intervention focused on improving response mechanisms to Gender Based Violence in Sindh. The intervention is being rolled out in 2 districts, Karachi and Shaheed Benazirabad, with Pathfinder’s role being key in a) Providing technical and coordination support with govt and other stakeholders

and b) Strengthening GBV referral mechanism capacity building, helplines, psychosocial support to women and girls. Currently the first phase of the project is to be implemented until December 2020, with the intention of continuing and expanding the work in 2021.

RATIONALE

A dedicated consultant is required to collaborate with the Technical Lead and Program Manager to design assessment framework, conduct stakeholder’s interviews and develop IDI tools, Helpline SOPs and draft assessment reports.

SCOPE OF WORK

The consultant will be responsible for developing conducting a thorough assessment of the gender-based violence helplines operating in Sindh, with a specific focus on the Women Development Department helplines in Karachi and Shaheed Benazirabad, including a thorough review of any existing SOPs for helplines that current exist. The consultant will also assess referral mechanisms working with helplines and identify gaps, areas of improvement and integration across all helpline operations and referral systems.

KEY RESPONSIBILITIES:

  1. Work with the Technical Lead and Program Manager to develop framework for assessment
  2. Rapid desk review
  3. Develop and vet IDI tools with Program Manager, MEL and Technical Leads
  4. Conduct interviews with stakeholders identified during the desk review
  5. Draft Assessment Report
  6. Draft Helpline SOPs

KEY DELIVERABLES:

  1. develop one Assessment Report on GBV Helpline and Referral Mechanism
  2. develop one Integrated SOPs for Helpline functioning

REQUIRED QUALIFICATION

  • At least a master’s degree in relevant field with a minimum of 5-year work experience
  • Deep knowledge of Pakistan’s gender-based violence issues, particularly those related to survivor response mechanisms, women related institutions and laws, and Pakistan’s international, national commitments to those goals  
  • Demonstrated understanding on complexities and sensitivities of access to gender justice
  • Prior understanding of helpline functioning and stakeholders involved
  • Experience of undertaking similar assignments with development sector NGOs/INGOs preferred.
  • Excellent written and verbal communication skills in English
