BACKGROUND
Pathfinder International is being supported by the UNFPA to roll out the RESPond Project, an intervention focused on improving response mechanisms to Gender Based Violence in Sindh. The intervention is being rolled out in 2 districts, Karachi and Shaheed Benazirabad, with Pathfinder’s role being key in a) Providing technical and coordination support with govt and other stakeholders
and b) Strengthening GBV referral mechanism capacity building, helplines, psychosocial support to women and girls. Currently the first phase of the project is to be implemented until December 2020, with the intention of continuing and expanding the work in 2021.
RATIONALE
A dedicated consultant is required to conduct relevant stakeholder reviews, develop tools with assistance of Program Manager, MEL and Technical Leads and collaborate with the Technical Lead and Program Manager to incorporate the desk review into a detailed report.
SCOPE OF WORK
The consultant will be responsible for developing a comprehensive report on the political landscape under with Gender Based Violence is currently operating, particularly in Sindh. This report is meant to be an extensive review of existent policies, legal frameworks, GBV interventions and previously established mechanisms and relevant institutions, government units, stakeholders, to take stock of the complete legal, political and social framework of gender justice. The report is also expected to highlight global best practices for integrated responses to gender based violence survivor complaints and justice.
KEY RESPONSIBILITIES:
- Work with the Technical Lead and Program Manager to structure report
- Incorporate desk review in to larger report
- Develop and vet tools with Program Manager, MEL and Technical Leads
- Conduct following relevant identified Stakeholders interviews

REQUIRED QUALIFICATION
- At least a master’s degree in relevant field with a minimum of 5-year work experience
- Deep knowledge of Pakistan’s gender-based violence issues, particularly those related to survivor response mechanisms, women related institutions and laws, and Pakistan’s international, national commitments to those goals
- Demonstrated Research, data analysis and reporting writing skills and experience
- Experience of undertaking similar assignments with development sector NGOs/INGOs preferred.
- Excellent written and verbal communication skills in English
