Research Analysis on Budgetary Allocations for the SDGs Targets in National and Provincial Budgets 2020-21

Background:

Sustainable Development Goals (SDGs)1 ensure inclusive, equitable, prosperous and sustainable future for all. The regional and local governments are mandated to implement the SDGs and can play a vital role in achieving Agenda 2030. Going beyond the simple adaptation of global goals at local level, localization is about political will, co-creation with our communities and to find solution at the local level for the global challenges and objectives. Pakistan is amongst the first countries to adopt SDGs 2030 Agenda through a unanimous resolution of the parliament in February 2016. Pakistan has pioneered the establishment of Parliamentary Taskforces on SDGs at the National and Provincial level to oversee the executive to ensure progress on the SDGs. The Ministry of Planning, Development and Special Initiatives has internalized SDGs in Pakistan’s Development Framework well before formally signing it in September 2015 and it embedded SDGs in Pakistan Vision 2025. The Government of Pakistan prepared a National Framework on SDGs in March 2018, considering SDGs as National Agenda for Development. The Ministry of Planning, Development and Special Initiatives has established a coordination mechanism with the provinces to implement SDGs. The provincial governments are in process of developing Provincial SDGs Frameworks and setting up priorities for the goals and targets. United Cities and Local Governments Asia Pacific (UCLG ASPAC) is the united voice and advocate of democratic local self-government, which promotes cooperation between governments and within the wider international communities in the Asia-Pacific Region. The ASPAC is the biggest of the Regional Sections in UCLG with linkages to more than 7,000 local governments across Asia and the Pacific regions. UCLG ASPAC, in partnership with Association for Development of Local Governance (ADLG) and Local Council Associations (LCA) of Balochistan and Sindh and financial support from European Union (EU), is implementing LEAD for SDGs Localization in Pakistan Program (2019-23).
