JOB TITLE:  Project Manager

Job location: Islamabad (with frequent travel) in provinces

line manager: Operation Manager

Under the supervision of the Operations Manager contributes and assure the timely and quality implementation of project in coordinated and collaborated manners. Organizational and donor compliances respected and implemented.  Liaise with project team / partner (s) management to ensure the efficiency and effectiveness during the whole cycle of the project. He/she ensures optimal quality and impact of the projects implemented in the target area.

Professional Education and SKILLS:

  • Education required Master in Social sciences
  • Experience more than 8 Years

Mission

Manage the project/partnership

a) Provide strategic directions and leadership to team for timely/ quality execution of project.

b) Ensure that the project achieve its objectives and goals, especially those mentioned in grant agreement.

c) Ensure that the program results are effectively coordinated with donors and other organizations. Promote innovative ideas for designing and implementation of project activities.

d) Ensure to share the knowledge and experiences on operational matters over the course of the program implementation and document learning on the process of collaboration with all stakeholders.

  1. Design the strategies/ methodologies in coordination and collaboration with country office, government and donor management
  2. In close coordination with team and donor plan the different stages and tasks involved in realizing this project and draw up a yearly and quarterly project work plans.
  3. Lead the implementation of the project and project monitoring procedures.
  4. Identify technical and knowledge gaps and communicate with technical unit in order to ensure needed capacity building.
  5. Oversee and manage the project’s financial, logistical and material resources and ensure the adherence and implementation of all organizational policies and compliance with state laws.
  6. Coordinate between all the project’s internal and external interfaces.
  7. Communicate on the project’s activities with all of the partners and stakeholders. Ensure the timely and quality submission of reports to country office, donor, and other stakeholders.
  8. Prepare the evaluation phases and implement any recommendations resulting from the evaluations carried out.
  9. Provide all the information necessary for and participate in the process of drawing up monthly-quarterly-annual strategies and/or the budget estimates for the sector or the program.
  10. Coordinate, organize and chair the project steering committee meetings and key action points followed and implemented. 
  11. Review all consultant reports and provide feedback and technically guide for accomplishment of tasks. Accompany project visitors to the field when required, in consultation with the OM.
  12. Conduct Capacity building workshops with project staff, partner management, line departments and stakeholders.
  13. Ensure best coordination and collaboration with current donor and conduct donor mapping for potential funding.

2. Direct the project team 

  1. Draw up the job profiles including responsibilities and validate recruitment.
  2. Draw up 3-4 months’ individual action plans (IAP) with each team member. 
  3. If necessary, train the team in any methods, approaches or technical aspects useful to the implementation of the project.
  4. Assess team members based on the IAP and other organization performance assessment tools.
  5. Plan, prepare and chair team meetings and make sure minutes with responsibilities and deadlines are written.
  6. Assure effective communication and the culture of problem solving within the team.

3. Leadership and stakeholder’s management:

  1. Facilitate the optimal performance of project partner and team through the creation and maintenance of a working environment founded on trust, loyalty and professionalism, by:
  2. Setting an example to your team and partner by maintaining a professional attitude and approach at all times.
  3. Identifying and resolving conflicts within the team to help promote a productive working environment for all team members. 
  4. Holding regular/ad hoc stakeholder and team meetings ensuring decision-making processes are transparent, based on sound and fair rationale and applied consistently.
  5. Give individuals challenging and meaningful tasks to motivate them and give regular feedback on their performance providing ideas for improvement;

4.Monitoring, planning, reviews & quality assurance:

  1. Strictly follow and facilitate the implementation the federation M&E policy and associated tools. Update and maintain the project management toolbox (PM-Box).
  2. Ensure timely M&E data collected and shared by partner and   the timely/ quarterly project planning and reviews with close coordination with project team and OM. 

Conduct fortnightly meetings with OM to ensure compliance with all applicable standards and norms and ensure quality of project implementation.

Represent the association   

a)                Represent and defend project policy at provincial and national level, and with funding bodies.

5.Ensure safety and security rules and Human Rights implementation

  1. Ensure safety and security rules for staff working in the field

Ensure project implementation following ethical codes (confidentiality, non-discrimination, PSEA etc.)  and of Human Rights.

Knowledge required

Essential

  • Master degree in social sciences/ related discipline 
  • 8-years practical experience in project management particularly livelihood and governance. (Experience in the field of inclusion, disability mainstreaming would add value)  
  • Sound skill of reporting both internal and donor
  • Good in coordination and communication, coordinating the project steering committee
  • Experience of working with multi-cultural and/or multi-disciplinary teams 
  • Written and oral communication in English
