Summary:

The USAID-funded Sindh Community Mobilization Program (CMP) supports the Government of Sindh (GOS) in Pakistan, including its School Education and Literacy Department (SELD) and Program Management and Implementation Unit (PMIU), by providing technical assistance, capacity building and related resources necessary to implement localized community mobilization methodologies, to maximize stakeholder participation and to facilitate demand-driven, gender-sensitive, and child-centered interventions that increase girls’ enrollment and engage the private sector in school management. The District Coordinator (DC) will be responsible for overseeing the development and implementation of CMP activities within the designated region. The DC will act as CMP’s programmatic point of contact and liaison with district level GoS officials and other important stakeholders including SMC’s. Effectively liaise with district officials and maximize their engagement with and involvement in CMP activities; especially with respect to coordinate with CMP targeted schools, scheduling of training, facilitating CMP activities with schools, community and SMC members. He/she will also act as CMP’s primary programmatic point of contact and liaison and overseeing the work of community mobilizers in the field and provide support and guidance to them. This position will be located in District Hyderabad, Thatta, Shaheed Benazirabad and Tharparkar Sindh - Pakistan with regular travel to the field at regional level. This position will report to Sr. Regional Program Manager based in Sukkur.

Specific Job Description:

  • Act as CMP’s focal point within designated districts
  • Keep liaison with district educational officials and other stakeholders at regional level and maximize their engagement in CMP activities; i.e., training of school management committees, district education officials, facilitate school based activities and facilitating CMP.
  • Facilitate and support field staff in development and execution of monthly work plan, validation  and compilation of  weekly activities, tracking sheets/ reports
  • Facilitate visits of  donor, GoS officials, and others in the region
  • Develop weekly, monthly, quarterly and annual performance reports
  • Development of success stories and case studies from CMP targeted areas
  • Conduct regular/need based meetings, weekly and monthly reviews with CMP field staff.
  • Conduct and organize joint quarterly review, planning and networking meetings with relevant stakeholders
  • Coordinate with and support Monitoring and Evaluation (M&E) unit  for data gathering, validation and submission of required reports in timely manner
  • Support/Facilitate procurement unit of CMP for required processes in field.
  • Any other duties commensurate with ability and suitable to task
  • District Coordinator will manage some districts of thier respective region as following;
- District Coordinator for Hyderabad region will manage district Tando Allahyar, Tando Muhammad Khan, Matiari and Mirpurkhas
- District Coordinator for Shaheed Benazirabad will manage district Sanghar and Naushehroferoz
- District Coordinator for Tharparkar will manage district Umerkot
- District Coordinator for Thatta will manager Badin and Sujawal

Required Academic Qualifications and Professional Experience

  • Master’s Degree in education, management, social science or related field
  • 5-7 years’ experience in community mobilization and Education projects (preferably with USAID)
  • 4-5 years’ working experience in government or with government stakeholders
  • Ability to participate in all representation and technical meetings in English and Urdu/Sindhi.
  • Strong presentation, communication, organizational, and analytical skills.

Preferred Skills and Experience

  • A demonstrated knowledge of USAID best practices, guidelines, and reporting requirements.
  • Project management experience preferred
  • High competency in spoken and written English
  • Proven ability to work productively in a multicultural environment.
  • Familiarity with local languages like Sindhi and Urdu will be a distinct advantage
  • Living and working experience in the Sindh Province.
