Position:

Human Resources & Admin Manager

Reports to:

Country Director

1.   Overall Mission

The Human Resources and Admin Manager will proactively manage the Human Resources and operations function of the Country Office for Pakistan. The HRAM will lead the implementation of organizational Human Resource strategies, policies, infrastructure systems which facilitate the attraction, management, development and retention of the people. HRAM will also ensure compliance with Operations guidelines and policies in implementing operational aspects in the office.

2.   Pre-Requisites

Education, Knowledge & Professional Experience

  • Master’s degree or equivalentqualification and/or Professional qualification in HRM/D, Leadership or Organisational Development (or Behaviour), Psychology
  • Requires 5-8years’ experience in Human Resources Development with significant organisational development experience, or related fields, in a complex, international organisation (preferably in the INGO context)
  • Some experience of handling administrative / operations
  • Proven record of accomplishment of effective contribution as a member of the management team
  • Demonstrated ability to collaborate across teams, cultures and work styles to execute development and training strategies at a high level in a fluid work environment
  • Persuasive and engaging communication, presentation and facilitation skills to clearly convey objectives to diverse audiences and stakeholders
  • Ability to consult and partner with internal clients and external partners across various teams and countries
  • Highly organised and self-directed.
  • Proven ability to set priorities, and meet critical priorities.
  • Comfortable working in a fast-paced environment with changing priorities and under minimal supervision.
  • A thorough understanding of all areas of Human Resources (HR) management and staff development
  • Strong knowledge of HR and OD practices, group processes and dynamics.
  • Strong analytical, organisational, facilitation and leadership skills.
  • Demonstrated collaboration & team building skills.

Languages

  • English (professional proficiency)
  • Local/Regional Language (professional proficiency / advantageous)

Tools

  • Good knowledge of MS Office (particularly advanced Excel skills)

3.   Main Activities

Strategy, policy and guidelines

  • Implement CO HR plans aligned with Regional Hubstrategy or International office strategy and guidelines;
  • Lead the process of updating or review of existing HR Guidelines for organization in the country such as recruitment, training and development, talent management, compensation and benefits, conflict management, health, safety &security management, and HR internal and external communication;
  • Facilitate and maintain good relationships with employee and ensure that grievances and questions with respect to working conditions, health, safety &security and other change initiatives are escalated to the Country Director in good time;
  • Proactively promote organizational’s values and culture within the organisation;
  • Carry out external comparison of Compensation and Benefits for Country Office (CO) with tools to do so at country-level;

Training and Development

  • Lead the coordination of staff training and development;
  • Provide managers with methodology and tools to coach them in efficiently managing their teams;
  • Oversee staff development initiatives (mentoring, coaching and training) and succession planning with relevant line-managers;
  • Reinforce team-building practices and activities to promote team-work and employee motivation in order to enhance employee productivity;
  • Consolidate staff development needs and put in place a country training and development plan

Compliance

  • Ensure that Inclusion principles are integrated into organizationalHR plans, policies and practices;
  • Ensure adherence to organizationalhealth, safety & security guidelines by all staff in the region;
  • Ensure that legal and administrative requirements regarding recruitment and selection, contracts, staff induction and exit interviews, vacation, wage guidelines etc., in theCO are being adhered to;
  • Carry out periodical trainings and informational sessions for staff on HR best practices and new policies and guidelines to ensure responsibilities, authorities and accountabilities are defined and understood

Administrative processes related to HR

  • Ensure on-time delivery of HR services, accuracy of information and legal compliance;
  • Maintain and disseminate relevant HR data and documentation / reports;
  • Ensure that performance management process is executed by line managers
  • Establish and maintain / update classification of jobs within organization (Job categorisation)
  • Support line managers in a holistic recruitment process;
  • Coordinate the process of orientation of personnel in line with department’s and International Office (IO)HR policies and guidelines;
  • Ensure the development and review of job descriptions
  • Coordinate regularly with Programme and Finance department regarding common issues;

Logistics and administration:

  • Ensure proper use and maintenance of office equipment and facilities, including vehicles;
  • Control and maintain updated asset register and inventory, in line with Local and organizational or donor requirements, as applicable;
  • Facilitate effective and efficient logistics support, including air tickets, hotel accommodation, travel insurance for staff
  • Establish agreements with reliable suppliers and service providers who can give best value to Office in line with organizational’s procurement policy.
  • Regularly update the list of suppliers for office supplies (kitchen and stationery etc.) in light of the competitive rates in the market.
  • Lead the process of procurement of any equipment or services in line with the guidelines and policy
  • Lead the process of updating or review of existing Operations Guidelines and policies for Country Office.
  • Ensure the office premises upkeep and cleanliness standards are met.

Additional Responsibilities

  • Upon instruction by the line-manager, perform additional activities, whicheither are by their nature related to experience in the field of expertise or evolve from operational requirements.
  • These may include but are not limited to:
  • To be available as a potential member of Office Regional/International Teams of Competence regarding HR matters.
  • To be a member of the CO Health, Safety & Security Management Team
