Job Summary:
MIS Coordinator will be responsible for providing support for all data related program internal and external activities. He/ she will be responsible for providing technical support in development and/or upgradation of data storage, analysis and reporting for disaster needs assessment, indicators tracking and web-based MIS, He / She will be responsible for planning, directing and coordinating data and information system services both for disaster response as well capacity building objectives. Responsible for providing program progress/performance data for reporting and other purposes to ORGANIZATION’s management. Maintain databases of baseline/End-lines, progress reports and verification report and will maintain all sub-grantees reports. Regularly update 4Ws matrix and share with senior management. MIS Coordinator will also support M&E field activities as per need of the program.
DUTIES AND RESPONSIBILITIES:
- Review existing ORGANIZATION Management Information System (component 1), and database systems, and design and upgrade as per changing requirements.
- Take lead on design/upgradation of capacity building web-portal system (component 2) and sync both Component 1 & 2 applications for standard performance reporting.
- Coordinate with IT and other relevant units in Islamabad for efficient use, updating MIS, maintain operational efficiency and ensure security of system/data.
- Provide data and information to M&E unit and management for producing monthly, semi-annual and annual reports including other relevant sectoral/cluster reports as per the need of the project;
- Take lead in collection, reviewing and archiving sub-grants program record and make it accessible for relevant team members in secure mode.
- Support Grant unit in development, maintaining and updating Grants modules in web based Management Information System (MIS), update the application/proposal data base, approved project database and procurement database.
- Support M&E unit and management in capacity building of local NGOs and Disaster Management Authorities in different locations;
- Assist M&E unit in regular field visits for ensuring data quality, authenticity and progress monitoring as and when required;
1. Person specification:
- Master degree (MS/MCS) IT/computer sciences or Statistics;
- Have at least 5 year computer based software development experience, particular information management system;
- Excellent quantitative/statistical and analytical skills, including ability to carry out statistical analysis autonomously; or qualitative data analytical skills.
- Preferably have NGO work experience in MIS and Monitoring and Evaluation (M&E) components;
- Must possess clear understand of System Analysis and Design (SAD);
- Experienced in developing application software in: PHP, ASP.Net, VB.Net with support of SQL Server, Pl/SQL, My SQL;
- Willingness and ability to learn the developed application and able to modify/upgrade it;
- Candidate possessing MCSD/MCPD certification will be preferred;
- Good understanding of humanitarian issues in Pakistan;
- Excellent quantitative skills and power user with Excel; extensive experience in Access, and statistical packages including Stata, R or SPSS will be preferred;
Desirable:
- Understanding of multi-sectors humanitarian responses and cross cuttings;
- Good understating of humanitarian and disaster Management structure
- Completed Prince II Practitioner course or willing to complete the course if selected
- Understating on USAID sectoral guidelines
- Experience with field work and data collection, including with vulnerable groups and/or emergency situations is desirable.
Accountability: Accountable as per above mentioned responsibilities and also that systems are not bypassed;
Authority: As per authorization and delegation framework, procedural manual and SOPs;
Special Circumstances: Organization, like other INGOs working in Pakistan, sometimes has to operate in risky environments/areas. Organization has a SMP for all possible risks. As part of essential staff responsibilities, the position will be required to work in emergency situations;
