CARE International in Pakistan (CIP) seeks a Gender Advisor for the anticipated 3-5 years USAID-funded Women’s Economic and Social Empowerment (Transform) project. Transform will help women in target geographic areas (FATA/KP, Northern Sindh, South Punjab, and potentially Baluchistan) to earn higher incomes and work in an environment increasingly free of violence and more conducive to their labor.
It will provide new skills, access to resources, and linkages with markets to women in the informal economy, including home-based workers and unprotected piece-rate workers. The activity will conduct a survey of women-dominated micro-industries in each geographic area and tailor assistance appropriately to each context and will also explore non-traditional sectors with potential for increased participation by women. There will be a special focus on working with men and boys to change attitudes towards women’s participation in the labor force, their position at home, in the community and at large in society, and the acceptability of Gender Based Violence.
The activity will also engage local communities to expand the space for women’s economic labor and social participation. It will create local networks of women workers and build their capacity to mentor others as well as identify and advocate solutions to barriers to social and economic empowerment. Transform will connect local networks to various stakeholders, including labor unions, employers’ associations, micro-finance institutions, and local elected representatives to build support for solutions to these obstacles.
This position is subject to project award and funding.
Primary Responsibilities:
- Lead gender analysis, mainstreaming, integration, and coordination throughout the life of the project.
- Lead the implementation of gender assessment and integration strategies aimed at ensuring that program activities result in positive outcomes for male and female participants of different age groups.
- Build team members’ and partners’ capacity to integrate a gender and youth perspective into project activities and raise awareness of the importance of gender integration and empowerment.
- Collaborate with sector team leads to ensure the effective and timely execution of activities related to gender-based access to opportunities.
- Collaborate with the M&E team on gender integration and analysis tools. This includes ensuring sex and age disaggregated and gender and youth-sensitive data is collected and analyzed. Make recommendations based on assessment findings and regular monitoring to inform program strategies to better meet the needs of the project participants. Contribute to any other research activities to ensure gender dynamics are fully represented.
- Work closely with field level staff to ensure quality implementation in line with the program strategy.
Minimum Qualifications:
- Master’s degree in a relevant technical discipline like social science, development studies etc. In-depth understanding of gender, age, and other socio-cultural factors is required.
- Minimum of 10 years of experience working with in the context of gender-related technical programming. This includes gender equality; prevention of gender-based violence; women’s empowerment’ and women’s education.
- Demonstrated capacity to lead the collection, analysis, and utilization of information from a broad range of sources in order to ensure effective integration of gender concerns.
- Experience in behavioral change communication is desired, particularly in areas such as reducing gender-based violence and engaging communities in addressing issues related to women’s participation in civic engagement or issues that restrict women’s ability to access resources and opportunities.
- Demonstrated capacity to foster commitment and build capacity among project staff and in-country actors to gender integration and empowerment.
- Experience working in developing countries, particularly Asia region.
- Strong skills in planning and organization, partnership and collaboration.
- Evidence of outstanding writing and communication skills.
- Ability to travel within project areas as the security situation allows.
Working Conditions and Level of Travel Required
- The positon will be based in Islamabad with travel to Field Offices / partner organizations, as and when required.
