Purpose of the post

Purchaser supports the procurement process in a specific country in accordance with ICRC rules and regulations

RESPONSIBILITIES:

  • Responsible for the follow-up process until goods/services are delivered by the supplier.

  • Prepare and send out request for quotation (RFQ) using the ICRC Logistics Standard Item & Supplier database to achieve the right quality for goods to be purchased.

  • Organize regularly tenders for main purchase items and propose selection table to Head of Logistics with supported documents.

  • Ensure that all Rules and Regulations of the ICRC standard procedures for purchasing are followed.

  • Check and process invoice from the supplier, provide all supporting documents and submit it to relevant signatories for approval and payment.

  • Handle petty cash purchase on a day to day base with working advances.

  • Ensure the best prices for quality are obtained free of tax and provide Headquarters’ agreement to supplier if necessary.

  • Follow the delivery schedule of the goods as per instructions in the purchase contract.

  • Spontaneously conduct market surveys and analysis for prices and quality benchmarking and submit report to Head of Logistics.

  • Report any changing on the local market (availability of goods, shortage, price increases etc).

  • Ensure that all standard databases are filled correctly and used (Purchase Order database [PO], Field Supply System [FSS]).

  • Manage all the documents filing related to its unit and archive them.

REQUIREMENTS:

  1. Masters degree or diploma in Economics, accounting or management or specific relevant training.

  2. 3 years work experience work in a similar field.

  3. Good knowledge of the local market and commercial legislation.

  4. Good command of English language (written & spoken).

  5. Good capacity for negotiation and communication.

  6. Valid driving license.

  7. Flexible and able to work under stressful situations with extensive working hours.

  8. Good computer skills (word & excel).
