Job Summary:

Under the supervision of Project Manager, the MEAL Officer will ensure proper and timely monitoring & evaluation as well as quality & accountability. The position holder will also be responsible to ensure knowledge gathering and management to improve the projects operations for quality impact. S/he will look after quality of emergency programs and will have the ultimate responsibility of maintaining and strengthening the system over time and building capacity of Emergency and implementing partners’ staff. The incumbent will contribute to the organizational commitment to promote quality and diversity at program level. 

Job Responsibilities:

M&E System Design, Field Monitoring and Learning - % of time: 95%

  • Design M&E system and accountability framework and ensure its implementation;
  • Support the program development team in setting up the M&E and accountability indicators for output/outcomes/impact levels in project design;
  • Ensure the project staff are following the methodology of program implementation agreed upon and achieving the indicators set under the parameters set by humanitarian standards;
  • Work with the program team to ensure proper implementation of the projects on the agreed methodology and ensure that targets are achieved matching with indicators;
  • Ensure program implementation is meeting the needs of vulnerable groups together with gender analysis, and are consistent with CARE’s humanitarian accountability framework, relevant SPHERE standards, and essential environmental mitigation measures;
  • Understand the basic concepts and standards related to M&E and accountability and quality management in humanitarian service delivery especially SPHERE and HAP Standards;
  • Ensure that complaint mechanism is in place and properly implemented at all levels;
  • Collaborate with HR to monitor and improve staff attitudes, behaviors and competencies to ensure adherence to CARE standards and commitments;
  • Support in developing a comprehensive community participation strategy for the emergency response program in consultation with project management;
  • Plan and develop processes for assessing and planning capacity building of Emergency Staff and implementing partner staff on HAP, SPHERE, HAF as well as SRF etc;
  • Conduct regular lessons learned workshop at organizational level keeping in mind the program objectives and CARE Humanitarian Accountability Framework;
  • Work out ways to promote formal and informal learning at various levels;
  • Work with HR and other units/offices to promote appropriate skills and competencies for program quality, accountability and learning;
  • Manage field data collection processes and assist the program staff to backstop the project’s field operations in collaboration with gender focal points;
  • Conduct periodic field visits to assess progress towards achieving objectives, ensure program compliance and effective implementation according to work plans and provide timely recommendations for improvement;
  • Facilitate the process of After Activity Reviews (AAR), evaluations to be conducted internally or externally as and when required;
  • Ensure proper, regular and timely reporting from field by monitoring receipts of monthly component/activity progress statements and quarterly component/activity progress reports and follow up with the field operations and CARE Emergency  staff;
  • Participate in cluster meetings and in networks of protection, accountability working groups, and facilitates linkages amongst these group and with the project manager at CARE;
  • Conduct spot checks and share its report with PM;

Any other task assigned by the supervisor - % of time: 5%

Job Specifications:

  • Master's Degree preferably in social sciences / development studies/ statistics;
  • Demonstrated 4-5 years of relevant experience with INGO/NGO;
  • Pro-active, persuasive, ability to work under stress;
  • Sufficient experience in field monitoring and report writing;
  • Strong interpersonal and team building skills; 
  • Fluency in written and spoken English, Urdu, Pashtu;
  • Sufficient experience in emergency WASH  projects;
  • Strong computer/internet usage skills;
  • Excellent working knowledge of MEAL, principles and practical implementation;
  • Demonstrated experience in emergency response MEAL, preferably community based;
  • Knowledge of existing good practice and current issues in MEAL work;
  • Strong preference will be given to individuals belonging to South Waziristan.

Working Conditions: 

The post is located in Bannu/South Waziristan Tribal District with regular travel to project field areas
