Job Summary:

The Hygiene Promoter position will provide technical and field support to the WASH project in needs assessment, distribution of Hygiene Kits, supervision of implementation of water supply, sanitation systems and PHAST/CLTS approach, conduct hygiene sessions and spot checks, provide feedback, record observations, write reports / case studies and provide ground facts to the project manager.

Job Responsibilities: 

Program Implementation - % of Time: 50%

  • Conduct need assessments/ surveys and analysis, feasibility studies, stakeholder analyses, community consultations and participate in other WASH activities when required;
  • Conduct vulnerability assessment at community level;
  • Conduct beneficiary verification assessments (BVA);
  • Support the development of agreements and MoUs with community based organizations or other civil society groups;
  • Mobilize the community in the effective use of community resources for hygiene promotion and maximize beneficiary contribution;
  • Mobilize communities for  prioritizing of rehabilitation and recovery activities;
  • Facilitate the capacity building and setup of representative village committees (steering committees);
  • Ensure, through daily dialogues and consultations that the strategy of the projects and the commitments of the various stakeholders are adhered;
  • Distribute hygiene kits and other WASH NFIs whenever required;
  • Support in the development of IEC materials for all activities implemented;
  • The hygiene promotor should develop in-depth knowledge of all the villages of intervention and should have close contact with community leaders, volunteers, and activists;
  • Ensure that the public health promotion activities are appropriate to the needs of the beneficiaries;
  • Support and supervise daily skilled and unskilled workers / project volunteers and give them useful instruction regarding their work improvement, through coordination with the relevant skilled staff;
  • Ensure that systems are set in place for the operation and maintenance of all water supplies and sanitation facilities, including the provision of all necessary training;
  • Ensure that there is an exit strategy in place, where activities such as water trucking are employed;
  • Act and contribute on behalf of CIP for the technical aspects of water and sanitation and public health promotion projects;
  • Finalise a health and safety document for all WASH activities. In consultation with WASH advisor, provide training to relevant stakeholders on health and safety;
  • Ensure gender mainstreaming in programmes. This includes the introduction of mechanisms to enable women equal participation in decision making around WASH issues and to ensure that CIP Programme is an opportunity for peace making, rather than community division (No harm approach focused);
  • Ensure that an empowering approach to working with communities is applied by ensuring that communities are involved in the decision making process and have ample opportunity to give feedback which is acted upon;
  • Responsible for following the timeline, planning and project management for all WASH (PHP) activities;
  • Work closely with the MEAL staff and beneficiaries to ensure that an appropriate gender sensitive accountability mechanism is in-place;
  • Ensure appropriate MEAL activities are in place for WASH activities;
  • Ensure that the FSL is integrated and linked up with WASH interventions;
  • Provide technical guidance, training and support to individuals targeted by project in line with the programme strategy and intended output and elaborate all needs based inputs and all other activities according to the objectives of the programme;
  • Work with all the relevant departments, sections and colleagues in a transparent way and to ensure that information is shared and that lessons learned are developed;
  • Prepare list of sanitation and hygiene kits beneficiaries;
  • Ensure that data, formats and other related documents are submitted to the line manager. 

Coordination and Representation: % of Time:  35% 

  • Work to the objective of positioning CIP in a strong position to cluster and also with other sector key partners;
  • Represent the technical side of CIP programme in front of  various Government bodies, the UN Clusters, and other NGO's at field level;
  • Contribute in development of new WASH proposals, narrative;
  • Contribute to donor reports, updates and case studies ensuring high quality reporting with accurate information.

 Logistics and Supply Management - % of time: 10%

  • Ensure proper verification of all WASH supplies before procurement and delivery to the project sites for quality purposes in collaboration with the logistics team;
  • Work with the partners and Logistics team to develop a procurement plan for WASH supplies during humanitarian response, including (procurement of WASH contingency stock, if required);
  • In coordination with Logistics team, ensure effective delivery and management of WASH materials and supplies for programmes;
  • Ensure security sensitivity.

Any other task assigned by the supervisor - % of time: 5% 

Job Specifications:

  • Bachelor’s degree in any discipline related to Water, Sanitation and Public Health Promotion. Experience could substitute for a formal qualification, but not vice versa;
  • At least 2-3 years’ practical experience in appropriate sanitation and hygiene promotion. It is desirable that some of this should have been in emergency relief programmes; 
  • Excellent technical knowledge and conceptual understanding of WASH;
  • Preference will be given to individuals who are familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, CARE procedures and other regulatory codes (e.g. Inter Action Field Co-operation Protocol);
  • Must be aware and sensitive to the particular needs of women in this context;
  • Proven experience in managing public health promotion programmes;
  • Ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations;
  • Experience and understanding of community mobilisation in relation to water and sanitation activities;
  • Fluent in English, Urdu and Pashtu (written and spoken);
  • Sensitivity to the needs and priorities of disadvantaged populations;
  • Demonstrated experience of integrating gender and diversity issues into public health promotion;
  • Ability to work well under pressure and in response to changing needs;
  • Strong preference will be given to individuals belonging to South Waziristan.

Working Conditions: 

The position requires daily field movement to project area/s.
