Job Summary:

The Finance Officer delivers on project financial management and performs functions such as reviewing adaptive planning data for integrity and quality, and reviewing reliability of PeopleSoft data for financial reporting. S/He also handles PS intensification process related technical requests and its submissions. The role requires efficient and effective project financial coordination, with utilization of control of financial resources to support program delivery, impact and informed decision making. 

Job Responsibilities:

Financial Management – % of time: 60%

  • Manage financials of the project, review documents for financial transactions and certification for recording transactions (expenses and payments);
  • Manage project budgeting and respective forecasting, adaptive planning management for the project and review on quarterly basis;
  • Manage compliance at transactional level - review financial documentation for completeness, accuracy and compliance with GAAP, applicable donor regulations and local applicable laws;
  • Manage the project fund flow, cash forecasts and fund transfers. Cash is managed for all cash-based activities with respect to targeted beneficiaries in a timely manner; ensure that financial documentation for all Cash-based activities are properly and completely done, reconciled and reported;
  • Assure compliance on field office level documentation; plan and coordinate funds flow for field office, resolution and closure of partner’s compliance and reporting issues and related documentation;
  • May also be requested to assist in the field with activities related to monitoring and providing technical assistance, wherever possible. 

People Soft Related Financial Management - % of time: 25%

  • Handle people soft related financial reporting, and confirm data integrity and quality of reports;
  • Coordinate and handle the Pamodzi intensification process and technical requests and submissions in a timely manner in all phases of the intensification process;
  • Assist to coordinate and plan calendar of activities for the improvements during the intensification process;
  • Manage the People Soft Donor’s Accounts Receivable aspect of the financial management. This includes reconciliation of funds from donors against expenses, cash calls and settlement of receivables against payables.

Donor Contracts Related Audits Preparation Management - % of time: 10%

  • Coordinate and manage the plan for donor contracts, related to audit preparation.

Any other task assigned by the supervisor - % of time: 5%

Job Specifications:

  • Required: Master’s degree in Accounting / financial management; Desired: Training in SQL based ERP system.
  • 4-5 years proven and relevant work experience.
  • Excellent planning and analytical skills;
  • Ability to prioritize workload whilst maintaining a high standard of work;
  • Fluency in English language and written communication, proficiency is Pushto language is desirable; and
  • Firm belief in teamwork, gender equality, participatory approach and sustainable development.
  • Preference will be given to people belonging to South Waziristan.

Working Conditions: 

The post is located in Bannu/South Waziristan Tribal District with 15% project field travel.
