Tetra Tech ES, Inc., a subsidiary of Tetra Tech (USA) dedicated to international development, is recruiting for a Pakistan-based professional for the position below to support a multi-year (2017-2021) USAID-funded sustainable energy project in Pakistan. 

POSITION DESCRIPTION:

The Energy Efficiency and Renewables Specialist will be part of a team of multi-disciplinary professionals who will work jointly on specific tasks/assignments andwill report to Director Power Sector Regulation or his/her designee

Incumbent will inter alia provide specialized services as follows:

  • Undertake for the respective client’s energy audits in the generation, transmission, distribution, and fuel supply sub-sectors to identify the conservation opportunities and feasibility of bringing about energy efficiency (EE) improvements.
  • Help develop the policy and regulatory framework for incentivizing EE in consumption of electricity and fuel by major customer categories and quantify the potential of efficiency improvements.
  • Undertake for the respective clients work in enhancing the share of renewable energy in the overall generation-mix to reduce the wholesale cost of generated electricity, and to bring technical improvements in the operation of the supply system.
  • Prepare Performance-based Contracts for public utilities in generation, transmission and dispatch, distribution and sale, and fuel supply sectors to bring about operational improvements under an incentive framework.
  • Assist in developing structures for financing EE activities along with risk mitigation measures and quantify benefits and costs for different options.
  • For designated energy entities in the public sector: (a) undertake financial restructuring; and (b) propose financial recovery measures. 
  • Assist and undertake all other activities related to EE and development of renewable energy.

QUALIFICATIONS: (MINIMUM REQUIREMENTS)

EDUCATION: Master’s degree or above in Engineering (Electrical/Mechanical), Energy Management, or Energy Planning and Conservation from an accredited institution / university.

WORK EXPERIENCE: 

  • At least 15 years’ experience working on renewable sources of energy (Solar, wind or biomass) and efficiency and conservation in the energy sector
  • Good understanding and appreciation of the workings of the power and fuel sectors in Pakistan.
  • Prior experience of working on projects of USAID and other donor agencies/institutions is a plus

SKILLS:

  • Good analytical skills and sufficient advisory experience to undertake audits in the electricity and fuel sectors, based on international best practices.
  • Familiarity with quantitative tools and familiarity with computer systems/packages.
  • Excellent communication skills desired, both verbal and written. working knowledge of MS office is required

LANGUAGES:  

  • Fluency in both English and Urdu required; other Pakistani languages preferred;
  • Strong moral code of ethics
