Palladium is recruiting a full-time Public Private Partnerships, Health Advisor for the USAID-funded Integrated Health Systems Strengthening and Service Delivery (IHSS-SD) Activity in Pakistan. IHSS-SD will work closely with the government of Pakistan across all levels to enable a greater ability to lead, design, manage, and monitor a system of high-quality, integrated health services. The program will also build the capacity of civil society and the private sector to work with government to support these efforts and fill gaps. Specifically, the Public Private Partnerships Advisor will provide technical support to strengthen the Sindh Department of Health Public Private Partnership Node. This includes ensuring greater transparency in contracts by supporting the establishment of a Contract Management Unit and working with district health authorities as required.

The position will be based in Karachi and will be supervised by the DCOP/Technical Advisor. The position is restricted to Pakistani nationals.  

Key Responsibilities

  • Provide technical assistance to government and private sector stakeholders to design and implement strategies to strengthen provincial government and private sector partnership and expand affordable access to healthcare.
  • Improve the systems and oversight required for government outsourcing of services to qualified private health facilities. This includes preparation of contracts, stock taking, reporting modalities, performance assessments, and coordination with district health authorities in addition to other relevant stakeholders.
  • Design and implement various private sector assessments, analyses, or other related research efforts and reports as needed to optimize the potential for developing and managing successful PPP projects that are mutually beneficial and create an enabling environment for increased investments from the private sector.
    • Provide technical support to the Sindh Department of Health, and Population Welfare Department to engage the private sector and effectively manage, negotiate, and monitor private sector agreements.
    • Facilitate workshops, trainings, meetings, or consultations with government and private sector stakeholders
    • Build relationships and interact regularly with the government stakeholders relevant to this area as well as multilateral partners and donor agencies.
    • Provide strategic and technical inputs on health policy and advocacy activities.
    • Provide assistance within the project team on monitoring and evaluation (M&E) and documentation of project results.
    • Actively participate in the development of annual work planning, design, implementation, and reporting related to project technical activities.
  • Maintain Palladium communication channels and interface with all Palladium project in-country and international staff
  • Other duties as assigned by the Supervisor.

Qualifications

  • Master’s Degree in public health, business, economics, finance or a related field
  • 10-12 years of experience working with the private health sector, specifically on public-private sector health issues.
  • Experience working with the Department of Health in Sindh, familiarity with key policies and priorities and knowledge of both public and private and for-profit sector modes of health service delivery. This includes relevant policies, legal, contractual and regulatory frameworks tied to the establishment of viable PPP financing arrangements.
  • Strong ability to engage with a wide range of stakeholders, build key relationships, partnerships and capacities. Experience reaching creative solutions to achieve consensus on various private sector health issues and needs.
  • Demonstrated strength and experience providing technical assistance, writing technical reports, and policy briefs targeted to decision makers.
  • Demonstrated ability to carry out M&E and documentation of project results highly desirable.
  • Professional and diplomatic demeanor and conduct, especially during interactions with the client and its constituents.
  • Ability to anticipate, respond and adapt quickly to changing requirements and competing demands.
  • Ability to take initiative and/or respond independently to situations.
  • Excellent written and verbal communication skills; strong technical writing skills.
  • Fluency in English
