Job Dimension

  • Promote the vision, mission, and strategic goals of Oxfam and the Pakistan Programme
  • Using a rights-based approach to work and implement project plans and budgets related to climate change and resilience project.
  • To support work of partner’s staff and delegated projects/purposes besides supervising overall work of local partners including day-to-day partner relation management.
  • Problems vary and include a combination of routine and some complex, especially related to partner relation management.
  • Work pattern is a mixture of reactive and project work.
  • Representation of Oxfam in external forums and during monitoring visits with key government stakeholders.
  • Bring the grass root level development concerns and issues and to provide support to partners in managing those concerns
  • Frequent travelling to the project areas for monitoring, concept development and project reviews
  • Consolidate the reports and manages data efficiently 

Key Responsibilities and Accountabilities   

  • Mobilization and initialisation project resources (especially donor-funded projects and others); develop shared understanding about the project goal, outcomes, outputs and major activities with local partner. Moreover, prepare result based work plan along with milestones, budgetary allocation and time line.
  • Identify the Adaptation and Risk Reduction projects technical needs at on-going basis. Also take lead role in providing/arranging technical support from the relevant managers, consultants, advisors or institutions especially in key areas of climate change and disaster risk reduction.
  • Liaising with the district and provincial government officials, UN agencies and other NGO staff as appropriate.
  • Monitors the progress of the projects on regular basis including conducting regular monitoring visits to the field.
  • Ensuring that the climate change and disaster risk reduction projects are implemented according to donor compliance and in a participative, cultural and gender sensitive way.
  • Supervises the phased budget in coordination with local partner and Oxfam Pakistan office to ensure donor-phasing is being followed.
  • Represents Oxfam, in alliance with the local partner, in the advocacy activities with district and provincial institutions as and when assigned by line-manager.
  • Logistics and general administrative management in compliance with Oxfam policies, procedures and guidelines and in consultation and coordination with the Logistics and Administration team who will ensure that sufficient technical, legal and advisory support is provided as required;
  • Ensure that local partner submits quality narrative and financial reports according to contractual obligations and the reports are providing information required by the donor.
  • Taking up additional responsibilities given by the line manager from time to time.

Specific fields of attention:

  • Liaison with the local partners and provides them assistance on day to day basis.
  • Work closely with programme manager on Project designing, project implementation, developing monitoring tools/strategies, conducting field monitoring exercises.
  • Support programme manager in consolidating the reports, whenever required and to provide inputs for LFAs and change models at the time of project/programme development.
  • Monitoring and support in evaluations the implementation of climate change and disaster risk reduction projects by local partners, retrieves and registers the results achieved. Records them in OPAL.
  1. Institutional funding / project development:
  • Implementation of projects and programmes that back-donors/affiliates could finance.
  • Proactively support to provide information transfer around the project to (potential) donors, co-operation partners, head office and other Oxfam’s.
  1. Thematic and/or policy priorities:
  • Initiates elaboration and implementation of thematic policy priorities within the policy of Oxfam. Signals local and regional opportunities for co-operation that contribute to the goals of Oxfam. Develops and maintains partnerships.
  • Takes part in relevant Oxfam working and project groups, primarily for reasons of thematic knowledge, with input from partner organisations, and is capable of fulfilling the role of project leader.

  • With the programme manager of humanitarian, climate change and resilience and other colleagues at the Country Office Pakistan on the development and implementation of the annual contract, the elaboration of country policy and co-ordination of tasks.
  • With team members on the development of the strategic partner portfolio, identification and provide support in project proposal, and monitoring of the implementation of programmes.
  • With the programme manager(s) to co-ordinate the one programme approach, to exchange information on local partners, facilitate the co-operation of local partners and to exchange and use insights in results and learning opportunities.
  • With other Oxfam’s to co-ordinate and co-operate regarding support of local partners, regional policy, campaigns and lobby.

External:

  • With local partners on the planning, implementation, monitoring and evaluation of programmes, and on the organisational and institutional development and Implementation of projects.
  • With stakeholders and relevant (inter)national organisations and institutions to obtain information on development of relevance to the programmes of local partners and Oxfam.
  • With (I) NGOs to co-ordinate and co-operate regarding support of local partners, regional policy, campaigns and lobby.
  • With institutional donors to co-ordinate on the organisation, management and implementation of projects and the reporting of local partners.

Required skills and experience:

  • At least (2 to 3 years) experience of project implementation with knowledge of project cycle management.
  • knowledge on disaster risk reduction and climate change resilience.
  • Proven programme & project cycle management skills – partnership management, report writing skills and monitoring skills.
  • Masters degree in social sciences from a recognised University.
  • Demonstrable experience producing reports for donors both narrative and financial (financial while coordinating with the finance officer).
  • Highly organized and administrative skills required
  • Fluent in Urdu and English.
  • Interpersonal and influencing skills
  • Proven knowledge of computerized systems; high degree of computer literacy and word processing and spreadsheet skills useful
  • Ability to work under pressure, prioritise well and commitment to meet deadlines
  • Sympathy with the aims, objectives, principles and values of Oxfam.
  • Commitment to Oxfam gender policies and code of conduct
