Job Title:                                              Monitoring, Evaluation Coordinator

Job Summary:

M&E Coordinator will provide support for overall monitoring and evaluation activities of BDRP Programme, conducting baseline/ annual and endline surveys, process and progress monitoring, end of programme evaluation, reviews etc. He/ She will also facilitate consortium members on M&E related issues like data collection, cleaning and analysis.

Duties and Responsibilities:

  • Support for developing and operationalizing a Result Based M&E (RbM) system for the programme
  • Ensure that implementation of agreed Monitoring, Evaluation, Accountability and Learning  standards are adhered by consortium members at field level
  • Lead on data collection at field level and the compilation of quality data for various surveys
  • Conduct regular field visits to implementation areas for process monitoring and recommend for improved design and delivery
  • Facilitate field visits by Third Party Monitors and other relevant stakeholders
  • Support on generation of evidence base for programme’s achievement as per milestones agreed in programme documents
  • Facilitate M&E Specialist during regular programme monitoring reviews, including peer reviews, in line with the programme M&E framework
  • Record programme learning as result of surveys and field visits with specific focus on documenting technical innovations and piloted technologies
  • Participate actively in sectors technical discussions and influencing the formulation of technical standards
  • Support M&E Specialist on overall technical reviews and evaluation of the programme
  • Facilitate value for money analysis by implementing VfM systems developed for programme
  • Support during relevant capacity building initiatives and workshops targeting consortium members, government partners or national organisations working in partnership with consortium members
  • Facilitate the Consortium Technical Working Group/s, to ensure joint learning, research and other initiatives
  • Facilitate any process of accountability and transparency related data collection from field and ensure proper mechanism are in place

Person specification:

  • Post graduate or higher qualification in Development Studies, Research, Monitoring & Evaluation, Sociology, Statistics, Anthropology and/or other relevant fields.  
  • Minimum 5 years of experience Monitoring, Evaluation and Research with an international NGO with particular focus on resilience/ multi sectoral programme
  • Understanding of Return on Investment (ROI), Value for Money (VfM), and other targeted impact assessments
  • Strong background in statistical analysis and complex survey design
  • Demonstrated data management and analysis experience
  • Excellent capacity building, facilitation and communication skills

Relationship:

Reporting to M&E Specialist, closely liaises with all Organization/ BDRP Programme consortium members’ staff and other stakeholders as necessary.

Accountability:

In carrying out the above duties, Organization Pakistan approved procedures must be followed at all times.

Authority:

As per the delegation limits.

Special Circumstances/Emergency Response:

The M&E Coordinator may be called upon as part of his/her roles and responsibilities to participate in and/or provide support to emergency response situations when and where required in consultation with his/her line manager.
