Team Purpose

To ensure that Oxfam in Pakistan has quality financial management with the financial capacity to support programmes. To proactively provide business-focused and result-oriented quality professional and technical finance services to the Pakistan country program. Contributes towards developing Financial Management capabilities in Oxfam partner organizations in Pakistan.

Job Purpose - 

The Finance Officer supports the Finance Team in various accounting activities on a daily basis. This includes review of financial documents and making sure payments are supported with appropriate source documents; preparation and processing of documents for payment, review and coding of financial information and Journal entries as appropriate; assisting in data entry into the system, and maintenance of appropriate finance documentation after verifying all source documents for proper approval.

Key Responsibilities and Accountabilities

1. Financial Systems and Procedures Implementation 

  • Ensure that all expenses are properly authorized and documented before payment through checking correct budget codes (in liaison with Program) and seeking prior approval.
  • Ensure that all payments are prepared on time and in accordance with all financial guidelines and approval procedure including processing check payments to supplier and staff on a timely basis
  • Petty cash Maintenance, and monitoring ofthe settlement of travel and other advances against Oxfam policies.
  • Ensure data entry into Peoplesoft is done timely and accurately.
  • To prepare the bank mandates/add or delete the signatories as and when required
  • Prepare and process purchase invoices on Helios (Logistics Software) and update logs payment schedule at the end of month;
  • To submit monthly/quarterly and annual statements to FBR.
  • To reconcile accounts with EOBI department.
  • Assist in Oxfam internal and external Audit schedules and provides all documents required by the auditor during the audit as well as answering some audit queries as needed.
  • Maintain filing systems for all financial and accounting records and verify the completeness of the documentation as per the Oxfam financial policy and government regulations.
  • Ensure all financial and local government regulations are adhered to the desired standards
  • Support program staff in preparing project and partner budgets& reviewing the partnership agreement for ensuring the accuracy of financial aspect
  • Carry out assessment of new partners, their risks identification and mitigation plan
  • Review financial reports of partners and provide comments to Program Managers for any required review/action.
  • Active visits to implementing partner’s offices and carrying out the projects financial reviews in accordance with Oxfam procedures and Donor Regulations.
  • Provide support to the partners for their queries on financial management, utilization of the allocated budget, monitor their performance and reporting deviations and recommend improvements.
  • Organize financial training of partners to build their capacity of financial management as per Oxfam guidelines and Donor regulations.
  • Preparation of month end pack including balance sheet analysis, fixed asset schedule, bank reconciliations.
  • Assist Finance Manager in reviewing and revising /developing of financial policies and procedures
  • Perform such other duties as assigned by the Finance Manager.

Technical Skills, Experience & Knowledge

Essential

  • Master Degree in Accounting, Finance or related field from a reputable higher education institution or part (two years) professional qualification CA, ACCA,CIMA
  • At least 2 years relevant experience in the finance sector in a large organization
  • Competent in the use of computers and Microsoft Office applications including Word, Excel, Power Point and Outlook.  High-level of acquaintance comfort with internet-based research and electronic communications.
  • Results oriented with accuracy and strong analytical skills with attention to detail.
  • Strong interpersonal skills, sensitivity to cultural differences and ability to work in a wide variety of cultural contexts
  • Strong organizational and personal management skills, with ability to prioritize work issues to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through
  • Ability to work effectively in a fast-paced environment and under pressure

  • Good personal communication skills, in written and verbal English, with influencing and persuasive skills.
