PRIMARY PURPOSE OF THE POSITION
As team member of MER Units, the incumbent will assist the MER Unit in the monitoring and evaluation of program areas.
Planning and Management
|
- Ensuring MER team work plans are timely submitted to country office.
- Ensuring each project’s/program’s MER plan is implemented in the field completely.
- Planning for the measurement/reporting of indicators listed in the MER plan in collaboration with MER, Program and other relevant teams and stakeholders.
- Consolidation of the team members workplan on the defined frequency and verification of the performance against the plans.
- Ensuring monitoring standards/SOPs are strictly followed in the field.
- Assisting MER Manager to plan program reviews, learning events and trainings.
- Assisting MER Manager planning needs assessments, baseline, evaluation and field research.
- Planning for the data validation in the field.

Reporting
|
- Review and finalization the field team monitoring reports.
- Review of the progress reported in the Detailed Implementation Plan (DIP) and Indicator Tracking Table (ITT) to provide follow-up points.
- Review of the program team reports to provide them feedback as and when required.
- Assisting MER manger in compilation of baseline, evaluation, assessment and research reports.
- Compilation of the complaints and feedback mechanism log and sharing the same with MER Manager.
- Assisting MER Manager in the review of consultants’ reports.
- Assisting MER Manage in the development of the management briefs.

Data Handling and Validation
|
- Ensuring consistent data collection and storage tools are available with field team.
- Ensuring application of the data quality standards fully at all steps of data collection, entry and analysis.
- Assist MER manager in the design of data collection tools and data entry interface.
- Leading application of data validation regime.

Research and Learning
|
- Assisting MER Manager in the design of baselines, evaluations, case studies and need assessments.
- Leading data collection in the field in full compliance to process quality standards.
- Coordinating activities of the consultants from planning to reporting of outsourced assignments.
- Leading data analysis to respond needs of different reports, write-ups, and briefs etc.
- Assisting MER manager in the implementation of organization’s learning agenda.
- Analyzing qualitative and quantitative data to provide learnings to program and operation’s team.

Capacity Building
|
- Leading capacity assessments to identify program and MER teams MER and accountability capacity needs.
- Supporting MER Manager in setting up capacity building plans for the MER and program teams.
- Building team’s capacities through training, on-job technical support and guidance.
- Assisting MER manager in the implementation of the capacity building plan.

Program Design
|
- Assisting MER Manager in the planning and implementation of new program design workshop.
- Assisting MER manager in designing development of new program/project design.
- Assisting MER Manager in the evelopment of MER plan/framework for each new project/program.
- Guiding program team in the development of detailed implementation plan.

Field Monitoring
|
- Undertaking regular visits to field offices and projects’ site.
- Submitting field visit reports for the
- Coordinating donor/other stakeholders monitoring visits to the field.

Program Accountability
|
- Assisting MER manager in the implementation of program accountability framework.
- Assisting field team in handling compliant and feedback.
- Leading complaint investigation in the field as when required.
- Reporting complaint and feedback mechanism log.

Education & Experience
· Minimum 3 years experience in a similar capacity. Preferably with international organizations.
· Masters in relevant field (Development Studies, international development, economics, agriculture, rural development, etc.)
· Capable of working individually and as part of a team.
· Capable of handling Data base (Access, SPSS); essential.
· Ability to work effectively in a fast-paced environment under challenging conditions with persons from differing backgrounds.
· Capable of working in multi-cultural environment.
· Can work with minimum guidance and supervision.
