TITLE:  Director Child Health/Pneumonia Centenary Commitment

 

TEAM/PROGRAMME: Health and Nutrition

LOCATION: Islamabad,  Pakistan

GRADE: 2

CONTRACT LENGTH: One year

Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working  in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore a police check  will be required (at ‘standard’ level in the UK or equivalent in other countries).

 

ROLE PURPOSE:

The role purpose is to lead program development, provide strategic direction and strengthen networking, fundraising and advocacy on Child Health/Pneumonia.

S/he will work at national level to influence policy for scaling up Child Health/Pneumonia best practices in Pakistan.

Role Dimensions

The role of position holder will be to lead child health/pneumonia program development and implementation and continued advocacy to make Penumonia a national priority. S/he will develop and strengthen relationship with stakeholders on child health. Thus, the position demands high standards in interpersonal communication, proposal writing, implementation, advocacy and negotiation  skills. The position will be based in Islamabad with frequent visits to provinces.

KEY AREAS OF ACCOUNTABILITY:

  • Lead development of technically sound concept notes/proposals on Child Health/Pneumonia theme
  • Share new ideas with global PCC teams while integrating evidence-based interventions and past programmatic experience in line with national and SC global and country H&N strategy
  • Work closely with country based H&N, Programme Quality and Programme Operations teams to ensure operational feasibility and integrate quality framework and MEAL strategy at the design stage
  • Mapping of potential donors on child health/Pneumonia and develop and implement fund raising plan  
  • Collaborate regularly with Save the Children Global PCC focal points and different work streams and SC Member Neutral Backstop TA
  • Enagage with government national and provincial health officials, development partners, academia and other professionals on regular basis
  • Coorindate with UNICEF to develop strategic partnership on Penumonia
  • Conduct SWOT analysis on the basis of UNICEF situation analysis report
  • Develop and strengthen national and subnational Pneumonia Coalition networks in coordination with government health officials, UN agencies, development partners and other stakeholders
  • Lead development of  country child health/Penumonia profile with support of communication team
  • Technically support development of advocacy and communication materials
  • Represent the PCC  goals and achievements in national, regional and global forums

QUALIFICATIONS 

M.B.B.S with Post-graduate degree in public health or social sciences

 

EXPERIENCE AND SKILLS

Essential:

  • Demonstarted 5 -8 years experience in child health program development and implementation in development sector
  • Proven experience in developing strategies/policies/plan of actions and relevant experience in the field of Child Health
  • Sound knowledge on national and provincial Child Health strategy/program/IMCI program including EPI and it’s operations
  • Proven experience of child health advocacy at national and/or sub national level by  working on and with children, communities, NGOs, donors and government departments

Desireable:

  • Work experience with Ministry of Health is an asset;
  • In-dpeth understanding around integrated health programming
  • Sound relationship with national and sub national stakholders

Competency and Skills:

  • Proven Networking ability with diverse stakeholdres;  
  • Excellent interpersonal communication, negotiation, writing and presentation skills;
  • Excellent organizational and planning skills; self-motivated and able to work under pressure;
  • Excellent research and analytical, report writing and documentation skills;
