Business Enabling Environment Manager,

Pakistan Sindh Enabling Environment Activity

DAI seeks a Business Enabling Environment Manager for an anticipated 3-5 year USAID Pakistan Sindh Enabling Environment Activity (SEEA). SEEA will help improve the enabling environment in Sindh to promote private sector-led growth in the agriculture, dairy, livestock and fisheries value chains by identifying and addressing policy constraints that impede efficient operations. The Activity will help create an internationally-competitive policy environment, providing the private sector with the stability and incentives required for investments in agriculture aimed at improving the quality, quantity, sustainability and profitability of produce in the domestic and export markets.

The SEEA program will be based in Karachi, Pakistan, and cover all districts in Sindh province.

Responsibilities:

  • Under the guidance of the Chief of Party, lead the development of the sector reform agenda in targeted agriculture value chains; 
  • Work with private sector and government stakeholders and with project colleagues to ensure optimal design and implementation of the Business Enabling Environment Work Plan;
  • Develop a framework for analyzing existing policy, suggest reforms, and regulatory changes and identify necessary areas for capacity improvement;
  • Determine priority reforms and develop approaches to reform; Support implementation of demand-driven business reforms.

 


Qualifications:

  • Master’s degree in public policy, business, agribusiness or a related field;
  • At least ten years of relevant, successful experience in advising and developing policy decisions in private and public institutions;
  • Understanding of enabling environment issues in Pakistan, including a history of positive working relationships with Pakistan government and public institutions, and knowledge of Pakistani counterparts is highly desirable;
  • Extensive experience in planning and implementing technical assistance for policy reform and institutional capacity building in a variety of agricultural sectors;
  • Prior experience of working with USAID or other donor projects is preferred;
  • Ability to perform successfully as a member of multiple project-related teams;
  • Excellent communications and writing ability; Strong computer literacy skills;  
  • Fluency in both English and Urdu required, other Pakistani languages preferred;
  • Work experience in the private sector and in a development project environment is preferred.
