The Aga Khan Foundation (AKF), an agency of the Aga Khan Development Network (AKDN), is a private, non-denominational, international development agency established in 1967. It seeks sustainable solutions to long-term problems of poverty, hunger, illiteracy and ill-health with special emphasis on the needs of rural communities in mountainous and other resource poor regions, primarily in Asia, Africa and the Middle East. Its main areas of focus are education, health, rural development, environment and strengthening civil society.

The Satpara Development Project (SDP) is a USAID funded project implemented jointly by Aga Khan Foundation, Pakistan [AKF (P)] and Aga Khan Rural Support Programme (AKRSP) in the command area of Satpara dam in Skardu, Baltistan.  SDP is providing assistance to the government of Gilgit-Baltistan (GB) in developing sectoral polices and strategies for agriculture and livestock which will provide the basic framework for these sectors to reposition themselves as potential economic drivers in the region. 

AKF (P) is seeking high caliber Consultant in developing these sectoral strategies.

“Gilgit Baltistan (GB) Agriculture and Livestock Strategies Development”

A.    Scope of Work

While the detailed tasks are given below the Consultant and his team should ensure the following:

  • Scan the existing environment by reviewing the policies, strategies, work plans, sectoral studies, budgets to identify strategic issues and barriers (institution, technology, infrastructure, human resources/skills, regulatory framework and finances) to inform GB Government generally and Department of Agriculture (DoA) and Livestock (DoL) especially in positioning in Agriculture and Livestock sectors.
  • Conduct SWOT analysis for both agriculture and livestock sectors.
  • Develop the key performance indicators and suggest a mechanism for tracking the goals and actions. 
  • Together with the stakeholders develop a vision and draft a mission statement; identify the key priorities and state the strategic objectives and goals.
  • Identify required actions to achieve the stated objectives categories into short, medium and long term actions. The proposed actions should include but not limited to the following activities/tasks:

a) List of agricultural and livestock commodities, services and/or animal breeds for each agro-climatic zone in which it has a specific comparative advantage.

b) Public investments required to support the implementation on the approved agriculture policy and livestock policy.  In the case of public infrastructure (soft and hard), recommend arrangements for financing (i.e. public, private, public-private) and mechanisms for sustainable operation and maintenance.

c) Appropriate models for public-private partnerships (PPPs).

d) Suitable agribusiness financing models that also address climate related risks;

e) Processes of integrating value chain related investments into provincial; short, medium and long term investment plans.

f) Capacity building of the officials of the department of Agriculture and department of livestock.

g) Strengthening the institutions that has role in the implementation of agriculture and livestock policy.

  • Develop an implantation schedule with corresponding role of various stakeholders.
  • Determine the financial requirements and identify the existing resources and funding gaps.
  • Suggest funding sources both public and private.
  • Provide a list of the potential donors (National/international) and identify the synergies of the proposed strategies with the donor country strategies.
  • Ensure that proposed actions are in line with the approved Agriculture and livestock policy and relevant national and international agriculture and livestock development Strategies and suggest measures for removal of impediments and gaps in current policy.

 B.     Deliverables

The Consultants Team shall submit the following deliverables to AKF(P).

  • Inception Report which shall have a detailed process outlined to be adopted during the course of this assignment. The inception report shall also cover the proposed stakeholder consultations as well as the plan for undertaking on-ground research.
  • Draft Agriculture and Livestock Strategy and Presentation
  • Final Agriculture and Livestock Strategy and Presentation which shall be submitted after incorporating comments received on draft strategy document and a presentation shall be delivered to relevant GB Government Officials. SDP-AKRSP and AKF (P) and the Department of Agriculture and Livestock GB-through provincial heads, shall formally approve the final report before release of final payment to the Consultancy firm.

Deliverables Schedule

The Consultants Team shall submit the deliverables described above in accordance with the following deliverables schedule:

  • Submission of Inception Report after 05 Days of contract signing.
  • Draft Agriculture and Livestock Strategy and presentation within 18 days after completion of deliverable # 1.
  • Final Agriculture and Livestock Strategy and presentation within 07 days after completion of the deliverable # 2.

 C.    Qualifications And Experience:

The Consultant and his team should have experts of the following qualification & experience:

Agriculture Economist:  At least M.Sc in Agriculture Economics

  • 12 years or more experience in Mountain Agriculture Development, Agribusiness and Rural development.
  • Proven experience of developing sectoral strategies in Agriculture, livestock and other economic sectors.
  • Strong knowledge of the national and international policy environment concerning to Agriculture and livestock Sectors.
  • Knowledge of the donor strategies, national and international treaties conventions, trade regulations etc. that affect the Agriculture and Livestock sectors.

Livestock Sector Specialist: At least Masters in Animal husbandry or veterinary Sciences

  • 10 years or more experience in livestock sector development, animal husbandry and livestock based business development.
  • Proven experience of contributing in the development of livestock sector development policies and strategies.
  • Knowledge of the donor strategies, national and international treaties conventions, trade regulations etc. concerning livestock sectors.
  • Strong knowledge of high altitude livestock farming, including management of range lands and summer pastures.

 D.    Timeline:

The total duration for the assignment is 30 days.
