HelpAge International in Pakistan

HelpAge International - Pakistan country office is operating in Pakistan since 2010 and implementing both humanitarian and longer term development programs. HelpAge is registered in country with the Ministry of Interiors and the Economic Affairs Division.  

The country office is located at 2nd Floor, Kamran Center, 85 East, Jinnah Avenue Blue Area, and Islamabad.

Objectives of the Assignment

The task is to carry out an overall review/organizational audit of the Human Resource department of HelpAge International, Pakistan Country office, to obtain a general assessment of whether its internal organizational structure and processes are fit to carry out the smooth processes and requirements of the organization.

The examination of working methods and procedures will help establish a diagnosis of how it functions and to develop recommendations aimed at streamlining tasks and decision-making processes in order to improve efficiency.

This audit should make it possible to develop a strategy to strengthen the Human Resource Functions of the organization.

Scope of Work

The Review shall be carried out of existing HR policies and procedure and identify gaps and capacity weaknesses in accordance with the HelpAge International country HR manual, local labor laws and International best practices. The consultant shall also consider the adequacy of controls necessary to secure propriety and transparency in all areas. The comprehensive review shall be undertaken to cover but not limited to the following areas:

  • Human Resource

The consultant shall cover the overall areas of Human Resource Department in terms of:

  • Compliances and competitiveness, transparency, effectiveness of the recruitment and selection processes of personnel; review recruitment cycle.
  • Calculation and payment of Compensation, benefits and allowances
  • Management and record keeping of employees Leaves and Holidays
  • Appraisal and performance management process.
  • Staff induction, training and development process.
  • Attendance controls, working hours, Flexi Time, TOIL, Overtime, etc.
  • Payroll preparation and payment processes to employees
  • Termination of employments and related processes.
  • Disciplinary/Grievances Policies And Procedures
  • Management of personnel files/records of employees.
  • The consultant shall also identify the gaps in current HR polices and processes and give recommendations to improve these.

Final Report

The consultant shall document the details of the assignment, which shall be completed in English. The report shall include the comprehensive list of observations in overall system and necessary recommendations against each. 

Time Schedule

Signed copy of final reports is required till July 25, 2018.

Selection Criteria

Following criteria will be used for short listing the firms/individuals:

i)   Any individual or firm with expertise in HR are eligible to apply. 

ii)  Individual or Firm having past experience of similar assignments with NGOs/INGOs shall be given weightage.
