COUNTRY PROGRAM MISSION

The American Refugee Committee (ARC) is an entrepreneurial humanitarian organization that assists displaced people to move from vulnerability to resilience, from impoverishment to well-being, and from exclusion to inclusion. Since 2002 ARC has been providing humanitarian relief and development assistance in Pakistan through meaningful engagement with refugees and internally displaced people, innovative human-centered programs, and rigorous attention to outcomes. ARC provides multi-sectorial programs that include primary and reproductive health, health clinic management, GBV programming, water and sanitation, shelter, and emergency response.

Through the Education project, ARC strives to help enroll one million out-of-school children in quality primary education schools while strengthening and building on existing formal and alternative education systems in Pakistan. ARC is leading the implementation of project in consortium with MoENT and Provincial Government Education and Literacy Departments, JICA and CSOs. 

PRIMARY PURPOSE OF THE POSITION

The main purpose of Program Development Officer is to collaborate with ARC teams to implement overall fundraising goals and identify fundraising opportunities and researches new prospects. He/She shall be responsible to ensure that high-quality; accurate reports and proposals are submitted to donors/partners on time, research and assessments tasks, and capacity building activities are managed properly.

MAJOR AREAS OF ACCOUNTABILITY

PRIMARY DUTIES/RESPONSIBILITIES

  1. Design, update donor mapping sheet, funding strategy in line with program strategy and ARC expansion strategy. 
  2. Identify fundraising opportunities and skim through Request for Proposals RFPs.
  3. Research, conceptualize, write, and organize ideas into a complete proposal that addresses the needs of beneficiaries and requirements of the donor agencies.
  4. Ensure that global standards (such as SPHERE, HAP-I, People in Aid, etc.) and donor requirements are incorporated into all relevant Proposals.
  5. Take the lead role in development of Concept Papers, Expression of Interests and Proposals in relation to ARC Thematic Areas for donor agencies, government departments while making sure that technical and financial proposals are in compliance with donor’s guidelines and ARC policies.
  6. Develop, update and maintain a repository of research articles, reports and trend analysis in terms of hard and soft copy documents.
  7. Arrange meetings with prospective donors for identification of new opportunities.
  8. Prepare donor reports and ensure that quality reports are submitted to donors while observing timelines.
  9. Attend donor coordination & cluster meetings and other events regarding promotions or funding opportunities and present ARC Pakistan program.
  10. Design and conduct capacity building activities for staff and partners in resource mobilization and proposal development.
  11. Develop documentaries, promotional material and publications and prepare information, material and updates for ARC website

Any other task assigned by Supervisor.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

  • Master in Development Studies or Social Sciences.
  • 5 years’ experience in INGOs/UN in similar capacity.
  • Very Strong MS word, Excel and Power Point formatting and composing, proofreading and editorial skills.
  • Leadership Skills
  • Excellent communication and report writing skills in English (verbal and written).
  • Strong Analytical and Critical Analysis
  • Problem-Solving and taking initiatives skills
  • Good interpersonal skills
