Overview

The Procurement and Logistics Officer will be responsible for supporting the procurement of goods and services for both in-kind grant activities and office operations, in compliance with the Company's Field Operations Manual (FOM) / Procurement Policies, and maintain up-to-date pre and postaward procurement records. The PLO will report to the Procurement and Logistics Manager in the regional office.

 

Scope of Work

  • Procure goods and services as outlined in grant agreements under directions of the team.
  • Provide support for day-to-day program office operations and logistics needs.
  • Maintain local procurement lists and schedules.
  • Solicit bids and quotes from vendors for items in adherence with program policies.
  • Coordinate BEC Formation, Bid Opening, Bid Clarifications, Bid Evaluations and finalize Procurement Award Approval package and ensure that all documentation requirements are fulfilled as regard to Company's Governing Policy on Procurement.
  • Manage and coordinate logistical arrangements (Travel and Accommodation) for both Operational and Grant Procurements/Activities.
  • Conduct market research on regular basis to identify potential sources of goods and services for both Operational and Grant Procurements.
  • Review Grant Budgets and conduct market research to determine price reasonability of costs proposed by the Grantee, and keep the “Grant Budgets Reviewed” database updated for future reference.
  • Inspect goods or verify services, confirm delivery and receipt of goods, and monitor the use and disposition of goods.
  • Manage inventor for all in-kind grants.
  • Confirm that all invoices have been received and submitted for payment.
  • Update operational and grants procurements tracker in line with TAMIS database and keep hard copy files of operational procurements updated.

  • Liaise with the Vendors / Subcontractors and track performance as regard to deliveries and deliverable timelines agreed in POs/Subcontracts.
  • Other duties as assigned by the supervisor.

Qualifications

  • University degree in relevant field. Master’s degree preferred.
  • Minimum of Three (3) years of experience in related role required.
  • Relevant experience working on USAID contract in a related role highly preferred. Experience with grants or small grants under contract programs required.
  • Strong computer skills (MS Office suite) required.
  • Excellent written and verbal communication skills required.
  • English language fluency required. Sindhi language highly preferred
