2. MAIN TASKS
A. PMER
- In close coordination with Programme Coordinator, develop and implement monitoring procedures to ensure quality control related to WASH activities carried out by partners in collaboration with communities and service providers;
- Establish, update and maintain monitoring database of the WASH programme;
- Provide technical feedback/advice on PMER tools, mechanism and structures to partners as and when required;
- Ensure submission of regular and timely monitoring reports with findings and recommendations;
- Contribute in capacity building of partners staff specifically for PMER, Gender Mainstreaming and communications;
- Ensure partners are reporting to relevant cluster by 4Ws and single reporting format (SRF);
- Ensure that proper reporting and documentation systems are in place at partners’ level;
- In close coordination with Programme Coordinator, ensure timely quality inputs and supervision to different stages of program/project cycle: start-up work plans, detailed project implementation plans, baseline assessment reports, annual work plans, progress reports, etc.
- Develop, update and maintain communications database for WASH project;
- Develop and disseminate periodic visibility material with relevant stakeholders;
B. Project Cycle Management
Planning
- Facilitate baselines, assessments, researches and evaluations for the programme and ensure gender mainstreaming at all stages;
- Develop monitoring framework, Logical Framework Matrix and identify monitoring tools for applicability in WASH programming
- In close coordination with Programme Coordinator, develop standardized PMER tools to ensure systematic monitoring and evaluation of the projects;
Implementation
- Liaise and coordinate with partner’s staff and community groups to ensure inclusiveness, accountability and best use of project resources
- Conduct monitoring and follow up of action plans prepared by partners’ staff in consultation with community groups
- Contribute to extract case studies / success stories through field visits and liaison with partners’ staff
- Prepare high quality reports according to organizations’ and back-donors’ requirements
- Ensuring that proper reporting and documentation systems are in place
- Ensures timely quality technical inputs and supervision to different stages of program/project cycle: start-up work plans, detailed project implementation plans, baseline assessment reports, annual work plans, progress reports, feasibilities studies and researches;
Monitoring
- Monitor ongoing / completed activities through field visits and reports review and give effective recommendations for future follow ups;
Evaluation
- Ensure the reflections of lessons learnt in projects / program in close coordination with programme coordinator;
- Conduct and facilitate projects / programs evaluations;
C. Mainstreaming – Gender, Synergy building
- Ensure gender mainstreaming in existing and future WASH programs
- Support Programme Coordinator in building rapport with relevant provincial / district networks on WASH, Gender and Peace Building
D. Accountability
- Building up progress on minimum accountability standards and lead the development of plans to meet Organization’s accountability commitment;
- Maintenance of an effective record and filing system for all complaints solved and pending issues including correspondences and other related documents for quick and easy reference;
- Send periodic recommendations, reports and practical procedures for reviewing and resolving complaints to Programme Coordinator;
- Communicate and disseminate complaints handling procedures, policies and tools as appropriate to beneficiaries, project staff and other stakeholders;
- Build capacities of partner’s staff on establishment of effective complaint referral mechanism;
E. Qualifications & Skills Required
- Have a Bachelor’s degree in Social Sciences .
- Have at least 3 of relevant work experience.
- Good understanding of local context, culture, vulnerable groups, and underlying socio-politico-economic situation
- Experience of developing WASH considerations into M&E processes
- Physical ability to stay in field area(s) & conduct regular visits, reporting and project follow up work
- Ability to work with minimal supervision to define priorities
- Proficiency in written and spoken English. Knowledge of Urdu and other local languages would be an advantage
- Willing to work in a team
- Comply with organization Security routines, regulations and SOPs.
- Any other task assigned by the supervisor or management.
