Component 2 Activity 2.3.3.7 In-kind grant to Cholistani Cattle Breeders Welfare Society (CCBWS) (AWP-4)

Scope of Work

1. Scope of Work Summary:

The Project Coordinator will be hired for overall project coordination and project activities. The Project Coordinator will be supervised by the Chairman of CCBWS.

2. Background:

The Punjab Enabling Environment Project (PEEP), in cognizance of the fact that the pace of horticulture, livestock and dairy sectors development in Punjab was primarily constrained by distortions and inefficiencies introduced on the part of institutional, legal and regulatory policies, not allowing competition, development and maximum growth in any of the segments of the sector, kept on knocking the doors of Govt. of Punjab to sensitize it for the dire need of creating a business enabling environment in agriculture sector through policy and legal reforms and enhanced institutional capacities to support businesses.

PEEP MoU with Livestock and Dairy Development Department, Government of the Punjab provided much desired inroads for channelizing strategic and policy inputs for legal reforms in the livestock sector. On the request of the government of Punjab L&DDD, PEEP provided in-kind grant to livestock breeding services authority for the implementation of Punjab Livestock Breeding Act 2014. As per the provisions of the act, the livestock breeder’s associations are to be developed, strengthen, to carry forward the development agenda as per the provisions of the act. The sheep and goat within livestock are the prime contributors of livelihood to the rural poor in general and livestock farmers in particular. The in-kind grant to the aforementioned societies will build their capacity in undertaking the activities as per their role and mandate explicitly defined in the livestock breeding act.

3.  Principal Duties, Responsibilities and Specific Tasks of the Consultant:

Under the overall guidance of PEEP, the Project Coordinator will perform the following functions;

• Be responsible for all the field activities as required under the grant agreement.
• Coordinate with USAID-PEEP on written comprehensive monthly, quarterly, completion reports and information sharing.
• Registration of Cholistani cattle breeders and Cholistani cattle in the areas of grant operation.
• Organize the trainings of Breeders, breeding service providers, marketing and animal fairs activities.
• Monitor and supervise the pedigree and performance recording by breeders at farmer level.
• Collect, verify and Re-verify the data for the herd book.
• Will prepare complete and submit the herd book and the breeder’s registration record.

4.  Deliverables:

The Project Coordinator shall deliver to Chemonics the following deliverables:

1.      Grant Implementation Plan

2.      Written report on registration and capacity of the breeders and association.

3.      Written report on trainings, marketing and Cholistani cattle fairs accomplished through grant. 

4.      Grant completion report

5.      Preparation and report on the herd book and the pedigree and performance registers

6.      Any other specific report required by PEEP

5.  Job Qualifications

1. Bachelor Degree in Veterinary sciences/ animal husbandry from a recognized university. Masters or higher academic qualification, will be preferred
2. At least one year of professional experience of veterinary sciences or animal husbandry.  
3. Strong presentation, analytical and writing skills, and experience of presenting technical information in a comprehensible way.
4. Good communication skills and fluency in English, Urdu and local language

6.  Duty Station:

The duty station for this consultancy is Bahawalpur.

7.  Reporting:

The Project Coordinator will report to Chairman of CCBWS.

8. Duration of the Assignment:

This assignment is for 8 months.
