Summary:

The USAID-funded Sindh Community Mobilization Program (CMP) supports the Government of Sindh (GOS) in Pakistan, including its School Education Department (SED) and Project Management and Implementation Unit (PMIU), in providing technical assistance, training and related resources necessary to implement localized community mobilization methodologies, to maximize stakeholder participation and to facilitate demand-driven, gender-sensitive, and child-centered interventions that increase girls’ enrollment and engage the private sector in school management. Under the general guidance of the Chief of Party (COP), the DCOP (Programs) will be responsible for program management and supervision of technical and program staff.

 

 Essential Job Functions:

Represent CMP at various forums on behalf of the COP during his absence.

Support the COP in devising strategies to achieve the USAID program’s aims and objectives. 

Under the guidance of the COP, oversee the implementation of the technical program and ensure that it is in accordance with the USAID-approved workplan.   

Coordinate with the COP on identifying obstacles to the progress of the technical program, devising solutions and troubleshooting to overcome them.

Supervise and provide on-going managerial and technical support to and oversee the work of CMP program advisors and managers.

Support advisors and managers in training and mentoring field staff, including active participation in providing training and mentoring where necessary. 

To provide technical support and supplement GOS efforts to introduce public/private partnership (PPP) models in public sector school management                                          

To provide assistance to GOS to frame rules, notify policies, and establish relationships with for-profit and non-profit sectors.

To develop a framework and coordinate with USAID and GOS to establish platforms to institutionalize a PPP initiative for ELD.

To investigate and establish a pool of prospective education management organizations (EMOs) that collect and distribute funds to support outsourced schools. 

To coordinate efforts to reach out to the private sector to establish PPPs.

In addition to existing models and partners, identify a pool of potential applicants/organizations that could serve as EMOs.

 Any other related duties as assigned.

 

Required Skills & Experience:

A minimum of seven years of progressively more responsible experience managing donor-supported basic education and community mobilization development projects.

 Familiarity with the Pakistan education system and challenges.

An advanced degree in education and/or a relevant field.

A demonstrated commitment to addressing the challenges of basic education reform in developing countries.

Familiarity with the public and private sector education institutions of Pakist

Previous work experience with the government of Sindh.

A demonstrated ability to work collegially and productively with a variety of partners and stakeholders.

Strong communication skills, both interpersonal and written, to fulfill the technical and managerial responsibilities proposed.

Strong English writing and speaking skills.

Fluent in Urdu and familiar with local languages in Sindh.

Ability to participate in all representation and technical meetings in English and Urdu/Sindhi.

Candidates must be local nationals currently residing in Sindh Province.

 

Preferred Skills & Experience:

A demonstrated knowledge of USAID best practices, guidelines, and reporting requirements.

Contract and grants management experience preferred.

Familiarity with local languages will be a distinct advantage.
