Job Description:

The Security Manager will maintain a safe and secure environment for employees and visitors by establishing and enforcing standard security policies, protocols and procedures; and supervising the security guards. The Security Manager will report directly to the Team Leader and also coordinate closely with the Office Manager and Project Assistant to ensure efficient and effective management of all aspects of physical security of the project on a 24 hours x 7 days basis. The Security Manager will also provide a professional interface with the public (when required), ensuring that the necessary protections are in place for the office and during travelling of the project members to the project districts and that project core business is properly and appropriately secured against threats.

The main tasks of the SM will include, but are not limited to, the following:

  • Monitor all relevant information relating to prevailing security, political, and social conditions in Pakistan; and keep abreast of relevant political and civil society perspectives;
  • Compile and summarize discrete sources of information by reading and translating security and risk related information from print and other media to supplement existing and accessible information available from other sources;
  • Monitor interrelated factors affecting project security, such as socio-political, religious, environmental and economic issues;
  • Discriminate risks from insurgency , tribal conflict , and security , governance , and general criminal issues;
  • Plot incidents electronically and  physically;
  • Analyze risk-creating activities and evaluate unsafe project environments to contribute to the existing security procedures of the various project sites;
  • Recommend proactive measures based on sound analysis, information management , coordination , and an effective communications plan;
  • Compose and distribute weekly security bulletins and conduct periodic security briefings as required;
  • Coordinate the security functions of project facilities, offices and staff of the project and in particular, the overall security of the Main Office in Quetta and district offices by putting in place all the necessary protocols;
  • Manage sensitive security records, databases, and reporting documents;
  • Recommend and participate in the development of, and establish security policy and procedures, and responsible for operating procedures and securing the outdoor operations of the project;
  • Maintain the Security Operations Manual for use by all on site staff to cover duties, individual instructions for each post; attendance; use of security equipment; dress standard; training etc.;
  • Devise rosters appropriate for the requirement to take account of office buildings security duties, and to liaise with personnel as appropriate re implementation;
  • Assist the Team Leader in implementing security as a core business function to be adopted by the whole office, keeping physical security measures under constant review to ensure they are adequate to meet current threats to business, evaluate changes, showing advantages and disadvantages, costs etc. and present to the team leader;
  • Initiate all security clearances and maintain appropriate records;
  • Represent security on any relevant project workgroups and project meetings;
  • Act as focal point for any investigations involving security; to prepare reports and note follow up action;
  • Report any significant security breaches to the Team Leader and Office Manager;
  • Responsible for Security Services; undertake full investigation; recommend course of action in consultation with Team Leader, Office Manager and Project Assistant;
  • Be on call on a 24 hours x 7 days basis for any emergencies occurring to the project office (provincial &  district);
  • Provide a professional interface with the public (when required), ensuring that the necessary protections are in place for the office during travelling of the project members to the project districts and that project core business is properly and appropriately secured against threats;
  • Coordinate , supervise , and monitor security training for project drivers;
  • Supervise project drivers in coordination with office manager;
  • Maintain office security by conducting physical security inspections of facilities, back checks as required, and entry control;
  • Organize and manage the project guard force;
  • Provide advice and training to staff on office security measures;
  • Organize convoy security procedures and medical evacuations if and when required;
  • Ensure that fire detection devices and fire-fighting equipment are available on project premises;
  • Maintain fire evacuation plans and conduct fire drills and training as necessary;
  • Provide linkages with the NGO Security Forum, United Nations Security Network and EU and EU member state security advisories;
  • Perform any other tasks as required by the Team Leader.
