Expression of Interest-EoI

An international development and humanitarian organization invites ‘Express of Interest (EOI)’ from national and local NGOs for implementation of its projects in Khyber Pakhtunkhwa, Sindh and Punjab provinces of Pakistan.

Shortlisted organizations will be contacted for detailed partner assessment.

Organizations fulfilling following minimum requirements are encouraged to apply with documents mentioned below:

·         Brief one page organizational profile with following information:

· Year of establishment

· Legal status (registration with relevant government authority);

·   Pakistan Centre for Philanthropy Certification

·   Geographic area of work;

·   Thematic programme areas;

·   Number of employees (gender ration);

·   Number of board members (male female ratio);

·   Financial value of the organization during last five years:

·   Membership in different alliances & networks; name of current donors;

·   Speciality of the organization in thematic areas or organizational capacity building, etc. 

  • ·         Registration Certificate with relevant Government authority and PCP
  • ·         Last year’s Annual Report
  • ·         Last year’s Organization’s Audited Financial  Statement
  • ·         Letter of Recommendation/Appreciation received from any Donor in last five years
  • ·         List of projects implemented in last five years with budget and donors’ name
  • ·         Any external evaluation report from last five years, if available

Eligibility criteria

  • ·         Have at east 5-7 years of operational experience in one or more fields of i.e. Gender Based Violence; Peace Building /social Cohesion and WASH – Climate change work.
  • ·         Have experienced staff with expertise in implementation of projects at least in one or three thematic areas of Gender Based Violence; Peacebuilding /Social Cohesion and WASH/Climate Change work
  • ·         Have good credibility and relationships with the Pakistani Authorities in order to obtain (if needed) No Objection Certificate (NOC) to implement projects in one or more of the following provinces: i.e. Punjab, KP (including FATA), and Sindh
  • ·         Have fully operational structure and staff in place to manage an annual  budgets range of PKR 20 (minimum) to PKR 50+ million per annum ( USD 200,000 to USD 500,000+) . 

 

Specific Requirements (required at later stage for partner assessment of shortlisted organizations only)

A. Organisational capacity

  • ·         Proof of experience of working with reputable donors – local and International
  • ·         Proof of having a written fund raising strategy
  • ·         Proof of a written country strategic plan
  • ·         Proof of approved HR and Financial policies in place and in practice.

 

B. Accountability capacity

  • ·         Proof of an active Board that meets at least twice a year.
  • ·         Proof of selected auditor/s approved by the board and frequency of change of auditors.
  • ·         Proof of gender sensitive HR policies and procedures in place.
  • ·         Proof of proportion of women among programme staff at least 20%, or preferably more.
  • ·         Proof of faith diversity within the staff and board members
  • ·         Proof of women holding management positions in organization and board of directors
  • ·         Proof of having a Gender Policy or written guidelines for how to include women in programme planning and implementation.
  • ·         Proof of having methodologies/mechanisms to ensure ‘rights-holders' participation in project planning, monitoring, evaluation and reporting (PMER).

 

C. Advocacy capacity

  • ·         Proof of organization’s strategy on advocacy as one of its methodologies and experience of using media for advocacy.
  • ·         Proof of actively participating in relevant non-governmental coordination forums.
  • ·         Proof of having a leadership role in any networks / forums.
  • ·         Proof of meeting regularly with Government representatives and/or Religious leaders on socio-political issues.

 

D. Financial Capacity

  • ·         Proof of clear procedures in place and which are applied when preparing project portfolio budgets and who, which departments are involved in the budgeting teams.
  • ·         Proof of financial accounting software with solid checks and balances in place.
  • ·         Proof of accounts kept according to the accrual basis of accounting.
  • ·         Proof of system set up to compare the approved budget to actual expenditures.
  • ·         Proof of financial routines, such as: signatories and authorisation list, procurement processes, Pakistani tax obligations, maintenance of the fixed assets register etc., anti-fraud and corruption policy including procedures should be clearly described in the Organization handbook.
  • ·         Proof of producing monthly / minimum bi-monthly balance / reconcile the accounts (cash count reconciliation, bank reconciliation, vendors and customer reconciliations. Proof thereof will be required
  • ·         Proof of compliance to Pakistani tax requirements and other statutory obligations properly calculated and settled on time as per law.
  • ·         Proof of all procurement processes documented in a clear and transparent way.
  • ·         Proof of an audited consolidated (organizational) annual financial statement (AFS) including a balance sheet and Profit& Loss / Income & Expenditure account during the last five years.
