Job Description:

1.       Background of the Project:

The Asia Foundation has implemented a project on “Enabling Environment for Minorities to Participate in Electoral and Political Processes in Pakistan” (EEM) with the support of the Embassy of Federal Republic of Germany to empower minority citizens to participate effectively at the grassroots level in the electoral reforms processes in Pakistan. The project targeted 10 districts across Sindh and Punjab, which include Lahore, Faisalabad, Nankana Sahib, Chiniot and Khanewal in Punjab; and Jacobabad, Umerkot, Larkana, Karachi, and Tharparkar in Sindh. The project worked at the grassroots level to establish Village Action Groups (VAGs) and District Action Groups (DAGs) in targeted districts to better mobilize the local communities to participate in the electoral and political processes.

The goal of the project was to increase the participation of minority groups in electoral and political processes. To this end the project is designed around the following three objectives:

  • Build the capacity of minority parliamentarians to better represent their constituencies.
  • Empower religious minorities to exercise their right to vote in the 2018 federal elections.
  • Build the capacity of youth councillors in districts with significant religious minority populations to alleviate the hardships of religious minorities.

This ToR is seeking a consultant to conduct a comprehensive End of Project (EoP) evaluation of the EEM project.

2.       Purpose of the Assignment

  • The purpose of this evaluation is to assess the relevance, efficiency, effectiveness, and overall impact of the project.
  • Assess the progress in delivery of program services and intended outputs;
  • Highlight key lessons learnt from the project and provide recommendations for future programming.
  1. 3.       Scope of Work:

Qualitative and quantitative instruments should be designed to measure the following key results at a minimum, whether these have improved as a result of project interventions or otherwise.

  • Strengthened capacity of minority parliamentarians to better represent their constituencies
  • Religious minorities empowered to exercise their right to vote in the 2018 Federal Elections
  • Youth councillors in districts with significant religious minority populations capacitated to alleviate the hardships of religious minorities.
  1. 4.       Proposed Methodology

The evaluation will consist of both primary and secondary sources of data collection. Primary sources may include Focus Group Discussions (FGDs), Key Informant Interviews (KII) and field observation. Innovative methodology will have additional points during the proposals evaluation. 

  1. 5.       Deliverables
  • Inception report outlining proposed study design with sample size, qualitative and quantitative instruments, and field implementation plan.
  • First draft of EoP evaluation report.
  • Presentation of the key findings to the Foundation.
  • Final EoP evaluation report.

 

All material prepared and collected during the EoP evaluation will be the sole property of the Foundation. The consultant will be required to provide the Foundation with all primary data collected in electronic form. 

  1. 6.       Selection Criteria

Selection of the consultant/consulting firm will take place through a competitive process. Applications will be evaluated based on their previous experience, qualifications and reasonable budget. The shortlisted consulting firms/candidates will be required to deliver a short presentation/session on the basis of which final decision regarding award of contract will be made. The Foundation reserves the right to reject any application without assigning any reason. Please keep in mind, that timeline of the assignment is 25 days, starting from January 10, 2017.

  1. 7.       Schedule of Payment

Payment will be made on the basis of invoice received for milestones achieved against set deliverables.

  1. 8.       Facilities to be provided by the Project

The project will support the consultant/consulting firm by facilitating access to relevant information and materials. The consultant/consulting firm will work closely with the Foundation’s team for the review and guidance regarding the content before development and production.

  1. 9.       Eligibility Criteria
  • Reputable consulting firms and individual consultants with at least 7-10 years’ experience and proven track record of conducting project evaluations
  • Good understanding of the minority issues in the context of Pakistan
  • Ability to deliver quality work on time
  • Availability to start work immediately
  1. 10.   Application Information  

The proposal should be sent in a sealed envelope with two inner sealed envelopes (one envelope with technical and the other with financial proposal). The proposal must be accompanied with following documents:

  • A short proposal comprising of methodology for conducting this assignment, a comprehensive work plan clear timelines, and budget. (The technical proposal should not exceed 3 pages)
  • CV of Team Lead (maximum 2 pages)
  • Description of similar projects undertaken by the consultant/consulting firm (maximum 1 page)
