The International Committee of the Red Cross (ICRC) in Islamabad, is looking for an experienced consultant to develop three years strategy for its operations to be carried out through its partners to reduce the impact of weapon contamination for affected communities and help state establish its Mine Action Centre for coordinating overall work.

 

Background of the program:

The ICRC, is working in situations of armed conflict and immediately post-conflict, regularly faced with challenges related to weapon contamination. Such weapons can be of a conventional or a non-conventional type and include unexploded or abandoned ordnance, landmines or toxic agents contaminating land and therefore being an impediment to both human security and development.

 

Background of the program:

In Pakistan, ICRC carries out its field activities with partnership of Pakistan Red Crescent, (national society). Both organizations have committed to undertake information management, emergency risk education, risk reduction and victim assistance activities in support of communities affected by weapon contamination.

Our work is focused on three strategic areas:

  • Assist in managing risks posed by weapon related hazards to own staff and partners as a part of the organisations ‘duty of care’ processes
  • Assist in maintaining the integrity of the organisation by securing continuation of key operations in situations where weapons or weapons systems pose a risk
  • Assist in protecting the vulnerable in situations of armed conflict (e.g. risk education, risk management or contribute to a more robust Conduct of Hostilities reporting)

 

Terms of Reference (ToR)

 Objectives:

 The overall objective of this assignment is to develop a three year strategic plan for the Pakistan Red Crescent (PRC) Mine Action work.

Scope of the work:

The scope of the work for consultant will include but not limited to:

  •  Review the Current programme Logical Framework Matrix (LFM) and approved budget
  • Conduct stakeholder Mapping and analysis
  • Undertake situation/security analysis feasible for the program
  • Through a consultative process and application of an appropriate tool of analysis identify

      Focus areas and develop strategic objectives and key result areas for the same;

  • Review the institutional capacity, organizational set up, financial and administrative systems against the mandate and the identified strategic  objectives  and key  result areas and make recommendations, if any; Propose a strategy for achieving the strategic objectives and key result
  • Develop a Monitoring Framework for the plan
  • Hold stakeholder meeting to draft a strategic plan

Deliverables

The consultant will be responsible for reporting to the ICRC WEC Coordinator and PM PRC.

1. A three year strategic plan including a results and monitoring framework.

2. Reporting on the process including, stakeholder consultations and workshops.

Time period:

The assignment is expected to be complete in 30 days from starting date,

  • Programme Framework documents
    • Partnership agreement
    • Implementation guidelines
  • Information Education Communication (IEC) material/ Promotional material
  • Progress Reports 
  • Movement Strategy on landmines
  • Discussions with relevant staff members

Qualification Required:

The consultant should possess the following minimum qualifications:

  • A degree in Political Science, International Relations, Project Management, Business Administration, Management or any of the social sciences.
  • The applicant must have clear and in-depth experience in developing programme based strategies, monitoring & evaluations and should have familiarity in humanitarian mine action

 Competencies:

  • Proven track record of developing strategies
  • Clear understanding of International Mine Action Standards (IMAS)
  • Fluency in English language and excellent writing skills
  • Ability to speak Pashtu
  • Ability to work independently
  • Strong skills in planning, communication and organization
  • Understanding of Pakistani context with respect to humanitarian Mine Action
  • Understanding of the Red Cross/ Red Crescent Movement
