Role summary

This position will manage implementation of a project to eliminate trachoma as a public health problem in Pakistan which is being funded by the UK Department for International Development (DFID) and The Fred Hollows Foundation.
The Project Manager will ensure the effective planning and delivery of the project in line with agreed workplans, timelines, budgets, logframe and theory of change. S/he will build and manage relationships with partners and stakeholders - especially implementing partners, the National Trachoma Coordinator and the Trachoma Task Force, government agencies at national, provincial and district levels, and community leaders in project locations. The Project Manager will have responsibility for project and partner compliance and reporting according to donor requirements. S/he will manage project monitoring and evaluation frameworks, and report project progress to stakeholders and to donors as required.
The Project Manager will be based in Islamabad, but will be required to travel extensively to project locations as needed.
S/he will report directly to The Foundation’s Country Manager, and also secondarily to the Project and Donor Coordinator based in The Foundation’s UK office.
The position holder will have extensive experience of managing complex projects in Pakistan in collaboration with government and NGO partners, and demonstrable knowledge of institutional donor requirements, notably DFID. Experience in trachoma or NTDs is preferred.

Reporting & Requirements
• Reports to: FHF Pakistan Country Manager and Senior Program Manager.
• Secondary: project management reporting to Project and Donor Coordinator in FHF(UK).
• Required to: travel domestically to project locations as needed.

Core accountabilities

Project Management 80%
• Directly manage all project activities in line with the project design documents (including the theory of change, logframe, budget and Gantt charts), and ensure the project meets agreed targets and timelines.
• Jointly with country implementing partners, develop detailed work plans, M&E plans, monitoring and reporting schedules, and coordinate the actions of each of these partners.
• Manage relations with the National Coordinator for trachoma in Pakistan, and all relevant government stakeholders and partners.
• Manage implementation of monitoring and evaluation processes and reporting according to donor requirements.
• Ensure the project is delivered within budget, and oversee regular monitoring, documenting and reporting of grant expenditure against budget.
• Manage contracts with other implementing partners and prepare donor reports at agreed frequency.
• Coordinate supportive supervision and coaching to implementing teams as required.
• Represent the foundation with national, regional and district partners and stakeholders and donors.

Leadership & Management 20%
• Lead the implementation of the trachoma elimination project.
• Provide coordination and direction to partners and stakeholders as necessary.

Person Specification
Qualifications, Experience and Knowledge
Qualifications
• Essential: Tertiary qualifications in relevant discipline (experience in eye health, trachoma/Neglected Tropical Diseases and public health will be favorably regarded).
Experience
• Essential: At least seven to ten years project management experience with international donor programs, particularly DFID.
• Essential: Project management, budgeting and monitoring.
• Essential: Experience with an international development organisation.
• Essential: Knowledge of international institutional donor requirements.
• Desirable: Experience in trachoma and/or NTD sectors.
• Desirable: Experience in implementing gender sensitive approaches within development projects.
Knowledge
