Shaping a Stronger Oxfam for People living in Poverty:

Programme Purpose:
Gender inequality is the most serious and pervasive form of discrimination in the world. While this affects everyone, it is women and girls who face the most discrimination as a result of gender inequality. This is a key driver of poverty and a fundamental denial of women's rights. Women form the majority of those living in poverty. They have fewer resources, less power and less influence in decision making when compared to men. They are exposed to various forms of violence and exploitation and experience further inequality because of their ethnicity, age, race, class, marital status, sexual orientation and (dis)ability. Oxfam believe that transforming gender and power relations, and the structures, norms and values that underpin them, is critical to ending poverty and challenging inequality. We believe that women taking control and taking collective action are the most important driver of sustained improvements in women's rights, and are a powerful force to end poverty not only for women and girls, but for others too.

Job Purpose - Key Responsibilities and Accountabilities:
The position holder will be responsible for leading the team in designing and implementing projects under:

  • Women’s participation and transformational leadership, so supporting women to gain the individual and collective power to end poverty and challenge inequalities.
  • Ending violence against women, working to ensure that women live free from all forms of violence through changes in social norms, rules, institutions and laws: Saying no to child marriages and working with sexual minorities.
  • S/he will lead the Gender Justice team and ensure a high level of thematic support.


Core responsibilities:

  • Provide strategic leadership and direction to the Programme and ensure that targets and objectives are achieved in line with programme proposal, donor rules and regulations and guidelines;
  • Ensure effective communication between partners, Oxfam and stakeholders.
  • To coordinate the activities of the programme and to manage the team.
  • Ensure that the activities are planned and implemented as agreed among the partners.
  • Recruit, induct, mentor, line manage, and provide capacity development to programme staff.
  • Support the lobby and advocacy components of the programme, including through outreach. 
  • Support the programme team to effectively plan, implement, monitor and evaluate their work, as well as undertake field visits to project sites.
  • Take final responsibility for timely and quality submission of project annual plans and reports;Oversee the Programme budget, liaising directly with finance staff.
  • Support gender mainstreaming and work with other thematic leads on developing gender integrated programmes.
  • Knowledge management champion: Lead on the Knowledge management process across the Gender Justice team.
  • Establish excellent working relationships with all Partner affiliates.
  • Work closely with Oxfam thematic advisors.
  • Provide timely support to all members of GJ team.
  • Coordinate with other programme managers.
  • Support 50% of the time in the field.
  • Meet with donors, government officials and academia to promote the GJ work of Oxfam.
  • Identify opportunities and resources to upscale the project and be involved in the development of new proposals for donor funding; Ensure visibility of the Programme and implementing partners towards donors and stakeholders.
  • Produce one peer review paper per year directly linked to the programme being implemented; Ensure production of high quality human interest stories and work closely with the communication team in order to ensure that on a quarterly basis stories and case studies are presented to Oxfam for public consumption.
  • Proven track record in taking the programme to a higher level of success, especially being able to use the successes and failures of the programme to influence policy change at provincial and federal level.
  • Being able to articulate the work of the programme in such a way so as to influence policy change.

Essential Skills & Experience:

  • At least 7 years relevant work experience in gender justice programming in Pakistan or another South/Central Asian country;
  • Demonstrated experience in gender mainstreaming across different thematic areas such as economic empowerment, humanitarian response, climate change, urban water and sanitation.
  • Demonstrated experience in large-scale project and program development, implementation, coordination, monitoring, evaluation and learning;
  • Demonstrated understanding of gender-sensitive justice sector reform and inclusive security;
  • Demonstrated understanding of (gendered) conflict analysis, conflict sensitivity and do no harm principles and practice;
  • Demonstrated experience in lobby and advocacy, preferably related to justice sector reform and/or good governance;
  • Demonstrated financial management, budgeting, expenditure tracking and financial reporting skills, with previous responsibility for projects/programs over Euro 5 million;
  • Demonstrated experience in business development; experience with fundraising from major institutional donors.
  • Understanding of, and commitment to promoting, Oxfam's core values and key development principles, including gender justice, human rights, protection and participation;
  • Proven people management skills, with experience leading and coordinating multi-disciplinary teams and motivating individuals from diverse cultural, ethnic and linguistic backgrounds;
  • Strong communication and influencing skills, with proven ability to build relationships with a diverse range of local, national and global stakeholders;
  • Excellent analytical skills, with the ability to think strategically, innovatively and creatively to improve programme quality and to forge linkages between programs;
  • Demonstrated ability to work under pressure, prioritise, meet deadlines, and hold self and others to account; Willingness and ability to travel in Pakistan and occasionally abroad as needs arise;
  • Excellent written and oral English language skills. Knowledge of Urdu or another language spoken in Pakistan a distinct advantage.
