Challenging Career Opportunity

The Get Up Speak Out (GUSO) project is a youth sexual and reproductive health and rights (SRHR) project implemented by the international GUSO Consortium in seven countries. The purpose of the project is to ensure meaningful youth participation, increase access to SRHR information and education, increase access to youth friendly SRHR services, and create an enabling environment in the target countries. In Pakistan, the project is implemented by the GUSO Partnership, composed of 06 civil society organisations, and coordinated by the National Programme Coordinator.

BRIEF DESCRIPTION

The National Programme Coordinator (NPC) is responsible for the coordination of the GUSO programme (2016-2020) and manages the process of collaboration among country alliance partners in Pakistan. The NPC facilitates, coordinates and inspires the GUSO country alliance partners to execute their work in collaboration for maximum impact as laid down in a joint country programme and an annual work plan. The NPC has a key role in ensuring that young people are at the centre of the programme. Next to this the NPC has an external role: he/she represents and profiles the alliance in meetings and events in Pakistan and is the driving force behind the joint advocacy agenda of the country alliance. 

The NPC has a central sparring partner, the Country Focal Point (CFP), who is based in the Netherlands/UK and serves as support for the NPC. The CFP is also the person to which the NPC can turn to when challenges arise in executing his/her role. 

JOB OBJECTIVE

  • Responsible for the GUSO coordination at country level based on a joint country programme and facilitates and coordinates programme development, annual work plans, reporting,  joint activities, country alliance communication and external relations pertinent to the Get Up Speak Out Programme in Pakistan.
  • Management of the collaboration process of country alliance partners, looking for synergy, exchange and learning between the partners in order to become more effective in reaching the results of the Get Up Speak Out Programme.
  • Ensuring young people are engaged in the programme and supporting Meaningful Youth Participation (MYP) throughout the programme development, implementation, governance, monitoring and evaluation.
  • Motivating that sensitive issues (MYP, sexual diversity, safe abortion, etc.) will be taken up sufficiently by the partners.
  • Being the face of the GUSO programme in Pakistan: representing the alliance in (advocacy) events and meetings and increasing the visibility of the alliance.

ROLES AND RESPONSIBILITIES

  • Facilitates and coordinates programme development and preparation of the (Multi)annual Country Work Plans agreed upon by the National Governing Board in Pakistan and the consortium manager;
  • Monitors the progress of the implementation of the (Multi) Annual Country Programme Plans and keeps track of country objectives;
  • Discusses with partners performance, deficits/gaps; signals cases of long term non-performance and communicates long term non-performance specific evidence following the guidelines for escalations
  • Signals and communicates other challenges and problems related to the programme and its alliance partners to the National Governing Board and the consortium manager following the guidelines for escalations;
  • Manages the joint activity budget with support from the CFP under the auspices of the consortium manager;
  • Compiles financial and progress reports, the annual overall budget and PME information;
  • Organises in-country annual planning and review meetings;
  • Facilitates and inspires country alliance partners to collaborate and look for synergy at country level;
  • Facilitates shared learning and joint initiatives with regard to programme implementation and PME activities at country level;
  • Organises joint programme evaluations and workshops to share experiences with implementing partners;
  • Identifies the need for technical assistance (institutional and thematic) at country level (centrally and for individual or selection of partners) in addition to the needs that country alliance partners identify themselves;
  • Chairs the National Programme Team in which the country alliance partners are represented;
  • Coordinates the development and realisation of Operational Research;
  • Coordinates partnership with the Embassy and other Strategic Partnerships and SRHR Partnerships;
  • Represents the alliance and GUSO in events and meetings;
  • Profiles and increases the visibility of the alliance and GUSO at country level. 

ACCOUNTABILITY AND REFLECTION

  • The NPC is contracted by a host organisation, which is one of the alliance partners in the country.
  • The NPC has a full-time position and cannot have another position/job at one of the alliance partners.
  • The NPC is accountable to the consortium manager in the Netherlands and for daily management issues the NPC shall be accountable to the line manager (Head or Head of Programmes) of the host organization.
  • The NPC will receive oversight from the country alliance National Governing Board.
  • Within the position of the NPC there is need and room for personal growth. Regular reflection meetings will take place between the NPC and the host organization (line manager), National Governing Board and/or the consortium manager. In these meetings learning goals, performance and opportunities will be discussed using 360 degrees feedback.

REQUIREMENTS AND SKILLS

  • Master degree from a recognized university in social sciences. Preference will be given to the candidates with foreign degree in social sciences.
  • 5 to 7 years of progressively responsible experience in managing Education or Reproductive Health programmes, preferably vis-a-vis SRHR related Youth programmes
  • Excellent English (written and oral) communication skills;
  • Work experience in an international (development) organisation;
  • Proven track record in programme management (report writing; Planning, Monitoring, Evaluation & Learning (PMEL); budget management), facilitating learning processes and alliance building;
  • Energetic about putting youth at the centre of this programme and working with young people as equal partners;
  • Experience with networking and lobbying and advocacy at country and regional level;
  • Strong facilitator, connector, communicator and leader;
  • Strong administrative and organizational skills;
  • Ability to work independently;
  • Self-confident; persistent and decisive; good listening capacity; assertive; flexible;
  • Ability to travel
