Introduction to DAI – CDIP Programme:

Consolidating Democracy in Pakistan (CDIP) is a two and a half year, £22 million, programme funded by the UK Department for International Development (DFID) and Foreign & Commonwealth Office (FCO). The objective of CDIP is to support the consolidation of democratic practice in Pakistan, through strengthening the capacity of its political institutions to be more capable, accountable and responsive to the needs and aspirations of the Pakistani people.  Consolidating democracy through enhanced inclusion and legitimacy begins – and continues – beyond election day.

The programme will work closely with the Electoral Commission of Pakistan (ECP); the Parliament; Provincial Assemblies; political parties; and civil society. It will also focus particularly on enhancing the participation and empowerment of marginalised groups, including women, youth, persons with disabilities and minorities. CDIP will utilise its convening power to broker sustainable relationships that will bring together disparate groups in Pakistani society, and facilitate the building of consensus around the democratic process.

The Consolidating Democracy in Pakistan (CDIP) Programme is a 30-months initiative, aims to provide support to consolidating democratic practices in Pakistan, wherein:

  1. Election management and election oversight processes are more credible, transparent and inclusive;
  2. Parliamentary processes are more inclusive, and parliamentarians are more effective in holding government to account;
  3. Political parties across the mainstream political spectrum better represent, respond to and deliver for their constituents; and,
  4. The democratic space allows improved policy dialogue, political debate and public discourse.

Under component 1, CDIP is providing technical assistance to Election Commission of Pakistan (ECP) in improving elections management and oversight processes.

Scope of the Work:

The Programme Specialist – Election Monitoring will be responsible for planning and implementation of monitoring of next general election from the perspective of women, religious minority communities, persons with disabilities (PWDs) and transgender. The work requires a thorough understanding and experience of working of electoral matters, especially the ones that relate to issues of the marginalized groups.

Special consideration may be given to the applicants from target groups including religious minorities, persons with disabilities (PWDs) and transgender.

Duties and Responsibilities:

Specific duties and responsibilities include but are not limited to the following:

  1. Design monitoring framework focusing on women, religious minorities, PWDs and transgender citizens in consultation with the stakeholders including CSOs/individuals working for their rights, NCSW and NCHR and ECP.
  2. Develop detailed implementation plan for election monitoring in coordination with NCSW, NCHR and ECP.
  3. Establish field reporting network including identification and assessment of implementation partners.
  4. Provide requisite trainings to implementation partners and help them put adequate systems in place.
  5. Lead in developing any IT tool that may be required in efficient running of Election Monitoring exercise.
  6. Establish and maintain good relationship with partners, NCSW and NCHR including helping in troubleshooting problems during implementation.
  7. Assist partners in getting ECP accreditation.
  8. Assist in drafting of monitoring reports and analysis of data.
  9. Assist MEL team in developing and executing MEL plan on Election Monitoring.

Qualification and Skills:

  • Qualification: Masters and relevant qualification and experience required.
  • Experience minimum 5 years.
