Terms of Reference (TORs) for Hum Kar Saktay Hain (HKSH) Training

 

Background

In 2015, an INGO launched a women’s leadership initiative Hum Kar Saktay Hain (HKSH), inspired by the Norwegian Labor Party’s “Women Can Do It” training, as the foundation for a Women’s Network/Advisory Group. HKSH brought together women from different religious, ethnic and socioeconomic backgrounds, and trained them to tackle male domination techniques and promoted collaboration not competition. Building on this initiative, the organization has developed a project Collaboration for Change (C4C): transforming lives and minds for equal citizenship 2016-18 in collaboration with two Pakistani partners.

 

Scope of the work

The contracting INGO is looking for the services of an organization or consultant(s) to collaborate in providing HKSH training to the women selected under its C4C project. There will be 25 participants each for two 5-days non-residential workshops in Nov-Dec 2017 The HKSH aims to help Pakistani women to overcome their challenges which they face as a result of discouragement from their family members for participating in public life. The HKSH leadership course would be followed by a mentoring program for women in the twin cities of Rawalpindi and Islamabad. The HKSH training will include topics such as personal safety, public speaking, stress management, posture, voice training etc. A session on legal literacy will also be required to help women to claim their rights, along with a session on improving intra/interfaith relations to clarify how various religions support women’s rights to help overcome social taboos and convince family members to support their endeavours for their proffesional growth and development.

 

Pre-Training Assessment and Audience Analysis

The organization/institute/consultant will design a pre-training assessment questionnaire to measure knowledge of target audience before the training. This will help the trainers to prepare training modules accordingly and to identify who needs more attention and help, and which users could potentially be helping fellow users. The organization or consultant(s) will also decide on the session plans (i.e., which sections of the training manual will be used for a workshop) according to the Audience Analysis and based on feedback from the participants.

Conduct two Five (05)-day training workshops for 25 participants each

In close collaboration with the contracting INGO, the selected organization or consultant(s) will organize and facilitate the training on the finalized version of training manual. The organization or consultant(s)  will organize, moderate and conduct 5-day training workshops for 25 women each in Islamabad. The organization or consultant(s)  will deliver the training workshops in the local language (Urdu). The training period must be divided in a way that participants exercise their learning experience at community level with handholding support from INGO’s local partners.

Post-Training Evaluation

At the end of the training, the participants would be re-assessed on certain pre-designed evaluation questionnaire. This will help to identify the successful aspects of the training and areas for improvement. This will also help with better performance in the future trainings.

Development of Training Manual

The selected organization or consultant(s) will develop an interactive training module and material aimed at enhancing the capacity of the participants to effectively enhance their influencing and leadership skills and become better influencers and champions in their respective communities. The training module shall be interactive and easy to understand with guidance notes and comprised of practical exercises to fully understand influencing and leadership approaches.  

Development of training content for the participants

The selected organization or consultant(s)  is required to design training contents for two 5-day workshops based on the training manual to lead several sessions. For reference, it should be noted that the following sessions were part of the previous round of HKSH training workshops:

1.       Deliverables of the organization/institute

After signing the Memorandum of Understanding (MoU), the selected organization or consultant(s) will closely work with the contracting INGO to ensure timely and effective delivery of the training. Under this collaboration, the organization or consultant(s)  would be responsible to deliver the following:

1.1.    Deliverables of Hum Kar Sakte Hain (HKSH) training manual

a)       Develop training manual after consultation with INGO staff or focal person

b)       Present and explain the usefulness of the various topics in terms of their significance in enhancing leadership skills in politics, higher education and media

c)       Provide relevant tools and instruments to be used by participants for the various activities under each topic (training content)

d)       Pre (TNA) and post training evaluation, audience analysis and a detailed report with clear quantitative and qualitative data, showing change in knowledge and attitudes, endorsements, reflections of the participants and a few case studies.

 

1.2.       Deliverables of Two 5-Day Workshops with women from the twin cities

a)       Arrange all logistics for training which includes Venue and food costs, transport of the participants (from Rawalpindi and Islamabad only), Stationary, IT equipment and any other miscellaneous expenses

b)       Arrange all logistics of additional trainer/s (may be one or different persons for different sessions)

c)       Designing and printing of training manual as well as required stationary/handouts etc

d)       Successfully deliver the training with interactive and participatory training methodologies

e)       The organization/institute/consultant would be required to prepare the detailed report for the two training workshops with an overview and analysis based upon pre and post training evaluation

 

1.3.       Deliverables for two training workshops from contracting INGO

a)       Ensure timely disbursement of funds to the selected organization or consultant(s)

b)       Provide all relevant material (previous HKSH master presentation, exercises, legal literacy curriculum etc) to the selected organization or consultant(s)  to develop training manual

c)       Provide inputs and feedback on various deliverables as needed

 

2.       Timelines

The initial period of collaboration after signing the Memorandum of Understanding (MoU) will be for 4 months. If both parties agree, it may be renewed later in 2017 (for two more workshops). The selected  organization or consultant(s)  will ensure that the deliverables described under section 2 of this document will be completed within the agreed work plan attached with the Expression of Interest.

3.       Deadline for Submission of Expression of Interest (EoI)

The interested organizations/consultant are requested to submit an EoI which consists of following three sections:

Section 1 will cover the a) mission, vision and b) similar experience of the applicant, c) methodology to carry out the assignment. Part b) should not exceed 4 pages and should relate to the topics mentioned on pages 1-2.

Section 2 will cover plans to institutionalize the training in the long run. Maximum 1 page.

Section 3 will consist of the financial proposal, submitted with bifurcated budget lines of each budget chapter along with source of verification. Maximum 1 page.

4.       Required Qualifications

  • ·         Proven ability to independently conceive, design and deliver training modules according to set criteria.
  • ·         Proven ability to adapt and adjust pedagogy, methodology, and content based on feedback from participants and evolving group dynamics.
  • ·         Experience and skills in communications, leadership, self-development.
  • ·         Good spoken Urdu language skills and written English skills required.
  • ·         Knowledge and experience of working on women’s role as peacebuilders an asset.
  • ·         Knowledge of the Pakistan and faith communities an asset.
  • ·         Ability to think creatively and to make use of arising opportunities an asset.
  • ·         Experience of working with translation and working within teams an asset.
  • ·         A good sense of humour and ability to be flexible an asset.
