Position Summary

Health Policy Plus (HP+) is a USAID-funded five-year $185 million project awarded to Palladium (formerly Futures Group) on August 28, 2015.  HP+ has a mandate across global, country and sub-national levels to strengthen and advance health policy priorities in the areas of family planning and reproductive health (FP/RH), HIV, and maternal health.  HP+ aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs. HP+ will help public health and policy leaders attach higher priority to their national and sub-national health needs, secure sustainable financing, advance health equity, and monitor policy implementation to ensure gains stay on track.  HP+ aims to secure long-term enduring change by working with coalitions both inside and outside of health and showing common cause with neglected populations and other development actors. Central elements of HP+ revolve around building in-country capacity, institutionalizing achievements of past investments, and promoting country ownership of programs and initiatives.

This is a 6-month position to support end of project activities between October 2017 and March 2018. The consultant will support HP+ program and finance and operations staff in tracking the work plan and budget to ensure that activities are conducted in a timely manner. The consultant will also be responsible for overseeing arrangements for meetings and events, preparing key documents and products, and offering any other assistance to project activities and efforts, as needed. S/he will also be responsible for coordinating project needs and developments with Washington, DC-based staff, including the Pakistan Country Activity Manager and other field staff. The consultant will undertake and/or oversee other related administrative tasks and perform other duties, as necessary. 

The position is restricted to Pakistani nationals and will be based in Karachi.

Key Responsibilities:

  • Close tracking of the work plan and budget.
  • Overseeing organization for meetings and events with key stakeholders and project partners and attending these as required.
  • Ensuring documentation of meetings and events as required.
  • Developing and assisting in the preparation of reports, presentations, and other communication products.
  • Supporting coordination of technical outputs from consultants and managing consultants’ time and outputs on request.
  • Coordinating project needs and developments, as necessary, with Washington DC-based staff and Country Activity Manager, in collaboration with the Karachi team.
  • Overseeing and undertaking relevant administrative work as required.
  • Performing any other duties as necessary at the Country Director’s request.

Skills Required:

  • Familiarity with work planning, budgetary and tracking tools such as Gantt charts and Excel spreadsheets.
  • Understanding of program and financial management.
  • Demonstrable written and verbal communication skills especially in developing reports and presentations and documentation.
  • Familiarity with current issues in family planning policy and service delivery in Sindh; experience working on these issues desired.
  • Strong interpersonal skills and ability to work in a team.
  • Proficient in the use of desktop software, esp. Microsoft Office and Excel.
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.

Minimum Education or Experience:

  • Bachelor’s Degree plus 2-5 years of experience, MBA preferred.
  • Fluent written and spoken English and Urdu required; fluency in Sindhi desired.  
  • Experience working with USAID and/or USAID partners desired.
