Background: The position is for an international development project working to deliver social infrastructure across Pakistan.

 

Position Summary: The M&E officer will assist the M&E Manager, as well as the Programme Coordinator, in day to day M&E activities. The M&E strategy and logframe has primarily been developed by the M&E Manager and the International M&E Consultant. The M&E Officer will be responsible for both coordinating and carrying out the tasks required by the strategy and plans, which may require field trips to the schools. The strategy is likely to include, but not be limited to, coordinating a third party company to carry out Baseline, developing and carrying out endline surveys, coordinating Statement of Requirement agreements with the community, verifying data, updating the logframe, coordinating the Randomized Control Trial, and carrying out case studies. The Officer will work with other Humqadam departments, particularly Community Development, Communications and Outreach, and Infrastructure, and will provide practical and technical support to the M&E Manager. The Officer will work with the procurement department when a third party consultant is required to be procured on the programme. The officer will be required to coordinate between the districts, and prepare relevant programme reports, including case studies, baseline and endline reports, and weekly and quarterly report input. The reports should be consistent in presentation and content between the provinces. The Officer shall also support implementation of Grievance Redressal Mechanism (GRM).

From time to time, the Officer may be required to undertake research on various topics e.g., Infrastructure and its impact on students and the community at large through the CCSI model. They will be required to take notes and minutes as and when required, organise internal meetings within M&E and between other departments. Conducting monthly meetings to better coordinate evaluation strategies and exercises. They may also be required to train the trainers for third party consultant firms and liaise with outsource firm for development of the M&E aspect of the Humqadam Management Information System (MIS).

Reporting and Supervision: This position reports to M & E Manager.

 

Specific duties and responsibilities include but are not limited to:

 

Main Responsibilities

 

Stake Holder Relationship Management 

  • Proactively work with procurement team to procure third party consultants for surveys.
  • Work with the communities and schools to manage the collection fo data, and carry out the collection of data.

M & E Data Management 

  • Support the M&E Consultant and Manager in the process of the development and implementation of all necessary tools and instruments for data collection.
  • Keep baseline and evaluation data as well as progress versus  targets data in an organised fashion and look for the authenticity of databases
  • Conduct Research on various programme related topics using Web browsing amongst other sources for exploring data/ information pertaining to M&E, Infrastructure and its impact on School enrolment, etc., for feeding into the project logframes/ reports and use by the management.

 

Updating M&E tools/ plans

  • Assist M&E Manager and Programme Coordinator in reviewing the project’s logical framework and M&E plan/ M&E tools on quarterly basis

 

Internal & External Coordination

  • Assist M&E Consultant in Third Party Evaluations (baseline/ impact), and the resulting Statement of Requirement exercise.
  • Work with the Project Controls Manager to carry out the analysis on the adoption of schools.
  • Carry out data analysis on the adopted schools, including on gender, accessibility and other cross cutting themes.
  • Oversee Grievance Redressal Mechanism (GRM) at the districts, ,
  • Procurement of services with the procurement team
  • Coordinate with the M&E staff and Programme Coordinator to generate monitoring and progress reports.

Activity Reporting

  • Assist M&E Manager and Programme Coordinator in compilation of regular periodic progress  reports (quarterly, annually, other baseline and evaluation)
  • Undertake required visits to project sites to physically monitor implementation and preparation of field reports.
  • Facilitate special studies / surveys e.g., case studies undertaken internally or externally through 3rd party

 

Minimum Qualification and Experience required:

  • Bachelor degree in any social/ natural sciences –Master degree will be preferred
  • 3 years of experience in any research organizations, NGOs, consulting firm, preferably in M&E
  • Knowledge of research and surveys in social/development sector
  • Intermediate to advanced knowledge of working in MS Excel, MS Word and PowerPoint
  • Proficiency in written and spoken English.
  • Knowledge and experience in the use of the logical framework approach,
  • Experience in the application of M&E methods and approaches (quantitative and qualitative)
