The Director of Procurement and Grants is responsible for overseeing all Contracts & Grants functions of Sindh Community Mobilization Program implemented by International Relief and Development (IRD). Under the supervision of Chief of Party, the Director will provide direct support to program operations in Karachi and field office/s and program sites in seven districts in Sindh and will ensure compliance with USAID rules and regulations, terms of the CMP contract and IRD's internal procurement and grant policies and procedures.

Specific Job Functions:

  • Provide overall leadership to Procurement and Grants departments in the execution of program grants and procurements.
  • To supervise the grants department and manage the small grants portfolio by providing direction and devising strategies and plans consistent with the CMP small grants program and approved Grants manuals.
  • Support M&E function in gathering technical reports, data, and information of direct and indirect beneficiaries from the grantee organization.
  • Supervising grants department in developing and maintaining grants tracking mechanism, payment calendar and MIS for management reporting.
  • Supervising pre-award assessments and due diligence in technical and management areas of the prospective sub-contractors and grantees.
  • Training and briefing grantee organizations on IRD and USAID rules and regulations and ensuring compliance of the same.
  • Supervise the procurement department in conducting and evaluating procurements made in Karachi and at field office/s and program locations across the province; manage and oversee program tendering and procurement activities, ensure tracking of procurements, report progress and inform COP of any procurement issues.
  • Act as Selection Authority for all competed procurements which utilize Selection Memos.
  • Ensure compliance with IRD and USAID requirements and processes for procurements of goods and services. Adherence to transparency mechanism in developing specifications, evaluation criteria, procurement processes and receipts of goods/services.
  • Ensure necessary approvals are obtained from IRD HQ and USAID where necessary and applicable.
  • Provide overall contract administration supervision of contracts signed with CMP partner organizations.
  • Stay abreast of donor policies, procedures, rules and regulations at all times.
  • Coordinate with partner organization for information management.
  • Hire, train, supervise and support operations staff at Karachi and field office/s program locations.
  • Compile and update applicable local procurement and grants procedures and policies and train staff to successfully implement these policies and procedures.
  • Work in close coordination with Karachi and field based program and other teams.
  • Coordinate all policy, allowability and regulatory information with the CMP Contracts & Grants Manager in HQ.
  • Other duties as assigned.

Required Qualifications & Experience:

  • A Master’s degree in management and/or finance with 10+ years of progressive management, operations and grants management experience.
  • Well versed in rules and regulations and demonstrated working knowledge of USAID, regulations and experience of 3 years minimum with USAID funded projects in a similar capacity of Procurement & Grants.
  • Specific knowledge of FAR and supplements as well as ADS 303 for Grants under Contract.
  • Experience of working with international organization/s and managing programs with fast-paced large portfolios.
  • Advanced knowledge of computer programs and software.
  • Excellent oral and written English language skills.

  • Ability to support program objectives with timely and meaningful information and strategies.
  • Ability to multi-task, meet deadlines and process information in support of changing program environments.
  • An impeccable professional track record as well as the willingness and ability to enforce compliance with IRD and donor policies and procedures.
