  1. Background

 

International Medical Corps has provided health services to the Afghan Refugees living in Pakistan since 1999 and also initiated a community-based GBV prevention and response initiative in Afghan Refugee Camps in Pakistan in September 2008. The contributions of International Medical Corps are at the heart of a strong collaboration with related govt. line departments, Commissionrate for Afghan Refugees (CAR), UNHCR and other implementing partners working to support Pakistan’ refugee population.

2.       Objectives of the audit/program evaluation:

 

Objective: To conduct an external, performance evaluation of the International Medical Corps’ project “Prevention and Response to Gender-Based Violence in Afghan Refugee Villages” in Khyber Pakhtunkhwa province.

The evaluation will review International Medical Corps project covering the period July 1, 2016 to June 30, 2017, identify gaps and make programmatic recommendations.

Methodology and Tools: It is desirable that the data collection methodology and tools should be integrated for the related sector/s. The consultant will develop a proposed assessment plan that includes the frequencies and timelines for data collection, cleaning and analysis. The plan with methodology and tools will be finalized with International Medical Corps team approval.  The recommended methods for data collection are:

 

a)      Primary data collection from the field through:

 

                    I.            Focus Group Discussions (FGDs) with projects beneficiaries

                  II.            In-Depth Interviews (IDIs) with other key stakeholders

 

b)      Secondary data, desk review (various reports and documents will be shared as per the need of the evaluator), for example:

  1.                                  i.            Project proposal with budget and logframes
  2.                                ii.            M&E plan and tools for project
  3.                               iii.            Baseline KAP Survey
  4.                              iv.            Quarterly and final project report to donor
  5.                                v.            Trip reports or monitoring field reports
  6.                              vi.            Complaint and Feedback Mechanism (tools and reports)

 3.       Geographic Areas

The study will be conducted in the province of Khyber Pakhtunkhwa covering the total 14 refugee villages of following six districts:

Peshawar, Swabi, Buner, Haripur, Mansehra and Lower Dir.

 

 

4.  Scope of work

Using a combination of qualitative research techniques and analysis of secondary information/reports, the consultant/ firm will:

  1. Develop a detailed plan and schedule for work. Draft will be shared with the Pakistan team, and feedback incorporated before starting work.
  2. Conduct an audit of program data to determine if program level outputs were met as agreed upon with the donor. Includes review of source data verified against aggregated and reported data.
  3. Gather feedback from target communities and participating service providers as to perception, strengths and weaknesses of the current program[1].
  4. Facilitate a process to capture lessons learned.  It will help International Medical Corps to replicate the good work and improve program service delivery.
  5. Analyze existing and potential opportunities for strengthening health and GBV program delivery mechanism in the target areas.
  1. 4.      Selection Process and Criteria:

The potential firm/consultant will submit a technical and financial proposal. The proposal will devise technical strategy and all costs.  The proposal should include:

  • Cover letter addressing the requirements stated
  • Detailed CVs of expert(s)
  • Description of methodology to clearly address the criteria and content of the Terms of Reference and may detail what additional improvements / best practices the firms can introduce while collecting and computing the data
  • Samples of previous work including tools used and reports produced
  • Three references (names, email and phone contacts) from previous clients where similar work has been conducted

The proposals will be evaluated on technical and financial basis. The technical score will be awarded upon maximum of 80% score, whereas, the financial will be awarded maximum of 20% score. The client will award the contract to the firm/individual with highest accumulative score in technical, financial and the presentation of the competition process.  The review team will review proposals based on the following general criteria:

All documents related to this tender shall be in English and all costs shall be expressed in Rupees. Proposals may be submitted electronically or by hard copy. If proposals are submitted electronically, all pieces to the proposal must be labelled clearly. Acceptable formats include Microsoft Word, Microsoft Excel, and PDF.

  1. 5.      Deliverables

 The required outputs of this consultancy will be as follows: 

  • An assessment plan outlining the approach/methodology and execution program/timetable. This plan shall be submitted for review and approval by International Medical Corps 10 days after the signature of the contract before commencement of the work.
  • Data collection tools after final agreement with International Medical Corps on the methodology
  • Draft evaluation report after completion of the field work and shall be accompanied with the raw data as collected by the data collection tools
  • Presentation of the key findings should be included in the draft report.
  • The final evaluation report after the inputs provided by International Medical Corps staff. 

Confidentiality of information: all documents and data collected will be treated as confidential and used solely to facilitate analysis. Interviewees will not be quoted in the reports without their permission.

  1. 6.      Consultancy Duration

The total period of this consultancy will be 20-25 working days. 

  1. 7.      Administrative Information

7.1.           Tax Arrangements

International Medical Corps will deduct withholding tax from the consultancy fees which will be in conformity with the prevailing government rates in Pakistan. 

7.2.           Bid Requirements

Consultants who meet the requirements should submit expression of interest, which should include the following: 

  • A suitability statement, including commitment to availability for the entire assignment.
  • A brief statement of on the proposed study methodology including a detailed work plan.
  • A detailed financial proposal, including daily cost per major activity.
  • Updated curriculum vitae of the consultant/s that clearly spell out qualifications and experience.
  • Contacts of 1-2 organizations that have recently contracted the consultant to carry out an audit/program evaluation or an assignment of similar nature. 

 

 

  1. 8.      Supervision

The overall supervisor of this assignment will be the Program Director, International Medical Corps or his assignee from the core staff of International Medical Corps in Pakistan.

Qualification

A well-recognized and reputable research, consultancy firms/company or individual consultant having documented experience in similar assignments in Pakistan are eligible to submit their proposals.

General Conditions

  • No contract may commence unless the contract is signed by both parties.
  • The team members of the consultancy firms are not entitled to payment of overtime. All remuneration must be within the contract agreement.
  • Accommodation and meals will be covered by the consulting firm/company. Therefore, the price component must contain an overall quotation. However, the detailed budget required to show the actual breakup.
  • The consulting firm should provide its team with relevant IT equipment’s and other office supplies related directly to the task.
  • International Medical Corps will provide facilitation such as addresses, meetings with community, etc., for the movement of the teams in field and geographic areas. The travel to and from and within the field needs to be reflected in financial proposal.
  • Final payment to the consulting firm will be dependent on the completion of deliverables (to be specified in the contract) as well as handover notes and relevant data.
  1. 9.      Validity of Proposal

Proposals will be valid for 30 days. International Medical Corps reserves the right to reject any or all proposals received in response to this RFP, and is in no way bound to accept any proposal. The client additionally reserves the right to negotiate the substance of the finalists’ proposals, as well as the option of accepting partial components of a proposal if appropriate.

  1. 10.  Human Subject Protection Issues

The consultant must follow the confidentiality, privacy and sensitivity of International Medical Corps program/projects such as GBV according to national and international protocols.

 

  1. 11.   Intellectual Property Rights:

All outputs under the assignment shall be the sole property of International Medical Corps. The Consulting Firm shall not exercise any rights on all the outputs and cannot share the same with any outsiders without the prior consent of International Medical Corps.
