Terms of Reference for Consultant (Firm/Individual)

Task: Report Writing for Students Social Adjustment and Learning Abilities Survey

 

1)      Background:

Initiative for Development and Empowerment Axis (IDEA) with the technical and financial support of CARE International Pakistan is implementing a 36-months ROTA funded project Namely “Institutional Support for Participatory, Inclusive and Responsive Education” (INSPIRE-II) in District Swat of Khyber Pakhtunkhwa (KP) Province in Pakistan. The project focuses on improving access to grade VI to VIII Middle level education for 1,000 girls through second-shift evening classes, adopting an Accelerated Learning Model whereby the identified 34government girls’ primary schools. IDEA inducted 70 School teachers for the instant project who got further training. About 1000local community girls who has already completed primary education or previously dropped out/discontinued their schooling were enrolled in 34 ALP centres.

Now, as a part of project activity, the project started to conduct surveys in these ALP schools

2) Objective:

  • To  assess  the impact of the project detail survey for student’s social adjustment and learning abilities
  • To assess student’s social adjustment as a result of life skills sessions conducted in 34 ALP schools and their learning abilities

3)      Outputs

The outputs from the Survey will be a report covering; Students Social Adjustment and Learning Abilities

For the said purpose, the IDEA management is now looking for Report Writing 

 

4. The Recipient:

IDEA will be the primary recipient of the work. However, as the information is critical to the Education sector in KP, both the Gov. KP and CARE will be collaborating partners in the study and the ultimate recipients of any recommendations. Other multi and bi-lateral donors interested in funding Education sector in KP will be interested recipients.

 

The findings of survey/report will be distributed to targeted Schools, Education Officials, IDEA and CARE Organizations management which will enable them to address concerns and plan for appropriate interventions.

5.   Scope of the work

5.1 Already accomplished Activities and Tasks:

  • IDEA with technical support of CARE International in Pakistan developed survey tools (Questionnaire and FGD).
  • IDEA Staff collected survey data on the approved survey formats (Questionnaire) from 100 students in 10 schools and conducted one FGD with the parents of the ALP students. But it would be required verification and visits to school.

5.2 Activities and Tasks for the consultant:

  • The consultant will frequently visit the targeted schools to verify the collected data.
  • The consultant may conduct FGDs with ALP students & Parents (if needed).
  • The consultant will also develop a comprehensive data base/system for data entry and analysis (SPSS/Excel).
  • The consultant will also be responsible for Data Entry of the collected/verified data.
  • The consultant will also be responsible for data analysis and graphical presentation.
  • The consultant will be responsible for developing the presentation of the key findings and recommendations.
  • The consultant will be responsible for presenting the key findings/recommendations to Key stakeholders i.e. CARE, IDEA, Education Department etc.
  • The consultant will be responsible for developing a comprehensive narrative report.

 

The contents of survey report and presentation should but not be limited to, the following activities:

  • Desk review of project documents
  • Assessment of project direct/indirect beneficiaries compared
  • Assess the socio-economic status of the ALP students
  • Assess ALP students social adjustment at home, community and at school.
  • Assess ALP students learning abilities as a result of the project.
  • Know ALP teachers assessment about the ALP project and students social adjustment and learning abilities.
  • Assessment of the effectiveness of  Project
  • Based on the above analysis identify: What aspects of project did not perform well and the reasons why?
  • Provide recommendations

5.3. Reporting:

The reporting schedule will as follows;

  • The consultant will submit an initial draft of the outcomes to IDEA who will review and comment on the draft;
  • The Consultant will hold a meeting with beneficiaries, where required
  • The Consultant  will then include these comments, and submit 2 hard copies and an electronic version of a final draft to IDEA
  • Any additional comments on the draft will be incorporated into a final report and the Consultant  will provide 10 printed and an electronic copy to IDEA
  • The report will be the copy right of IDEA/CARE

 

5.4 Timeframe:

The work is estimated to require up to one month, from the appointment of the consultants to presentation of the final report to IDEA.

5.5 Coordination:

In DEA Mr. Ashfaq Rehman will be the Focal Person.

5.6 Payment schedule:

All payments shall be tied to the successful submission and approval of the above deliverables 5.7

 

Payment Terms:

  • 5% will be released upon the signing of the consultancy contract.
  • 25% will be released after the completion of data entry and sharing of the data analysis.
  • 40% will be released after the submission of final Report.
  • 30% will be released after delivering presentation to key relevant stakeholders i.e. IDEA, CARE, Education Department etc.  

5. 8 Applicant Criteria:

  • Excellent qualitative and quantities research skill.
  • At least 07 year experience after Master degree in social studies preferably in research methods, development studies etc.
  • Strong M&E and research background.
  • Relevant consultancy experience
  • Excellent report writing skills and knowledge of conducting surveys in the field.
