USAID/Pakistan has awarded Louis Berger (LB) with a three (3) year Punjab Youth Workforce Development Project (PYWD) to work with at-risk youth in Multan, Lodhran, Muzaffargarh and Bahawalpur to secure gainful employment and play a positive role in their communities. The Program will facilitate employment opportunities for 10,000 youth (of which 35% will be women) through implementation of following activities: a) proactive community engagements to mobilize at-risk youth; b) institutional capacity building and re-tooling of over 22 public/private vocational training providers; c) co-opting of prospective potential private sector employers for trainee placement; d) career counseling services; as well as e) providing access to finance for youth entrepreneurs.
This position is responsible for ensuring implementation of all PYWD project activities which generally includes but not limited to the component activities mentioned above. The District Officer (DO) will be responsible to coordinate between component leads based in Lahore and complete the program activities to the required quality standards within time by the effective coordination and management of the activities of the district based staff. In addition, the position shall include execution of monitoring and verification of all component activities and provision of microfinance and he shall report to Chief of Party.
TORs:
Technical Lead Role in Districts
- To perform the role of the Technical Lead in the Districts to proactively identify and resolve issues including delays, major quality concerns, resource (human or otherwise), safety, community and behavior changes
- Supervise all program monitoring and evaluation activities as per guidance provided by the Monitoring and Evaluation Lead.
- Under guidance of the Component leads, execute and ensure timely implementation of their program activities. In this regards, work with the Component leads to prepare monthly workplans and accordingly execute them in the District.
- The District Officer shall also act as the Component lead for the Community Mobilization and Engagement segment. In this regards, design and implement all community mobilization and engagement activities.
- Ensure proper and complete documentation of all activities carried out in the districts as per guidance provided by head office.
- Support effective execution of field visits conducted by head office, USAID etc.
- Lead at district level for implementation of field-based events and other communications related activities.
- Perform any other task assigned by supervisor
External and Internal Coordination/Correspondence
- Participate in weekly and/or as necessary conference call with the Lahore office.
- Conduct a bi-weekly program implementation review Meeting with the district based staff, with minutes circulated to Lahore based Component leads.
- Effectively communicate and report ANY and ALL issues that cannot be solved at the District Level, to the COP, as and when support is required.
- Assist the M&E Manager for the district based activities in finalization of various reports prepared for the donor’s and Head Office reporting.
- Maintain good working relations with the Local Government Administration including government agencies.

- Any other task as directed by the COP
Minimum Qualifications and Knowledge Required
- Masters in Social Sciences with 3-5 years or Bachelors in Social Sciences with 5-7 years work experience/
- 2-4 years of experience in similar jobs.
- Leadership skills
- Written and spoken English as well as local language(s);
- IT Literacy: able to use Microsoft Word, PowerPoint and Excel at an intermediate level, plus knowledge of smartphone / tablet applications;
- Good knowledge and understanding of TEVT sector in Pakistan (South Punjab experience will be preferred.

- Possess strong analytical and writing skills.
- Ability to present technical information in concise written and illustrative form.
- Ability to develop and implement action/work plans/ strategies
