Background

John Snow, Inc. (JSI), a leader in global health, is currently recruiting for Program Monitor KP Malakand for a recently awarded USAID-funded three year KP-FATA Health Initiative (KFHI) in Pakistan. The overall goal of the project is to increase the availability of quality maternal and child health services in seven districts of the Malakand Division of Khyber Pakhtunkhwa (KP) and Federally Administered Tribal Areas (FATA) to improve the health outcomes of mothers and their children. This is a full-time position that will be based in Peshawar, Pakistan and will report to the Director of Programs.

The Program Monitor will work closely with the Director of Programs and the program implementation staff in the field to monitor programmatic efforts.  The Program Monitor will ensure the collection of quality quantative and qualitative data in line with the approved M&E plan. The expected activities will include regular field monitoring and supervision for the purposes of M&E.  The incumbent is expected to work closely with the Chief of Party (COP) and the Director of Programs to ensure that the indicators in the M&E plan  are achieved, and that quality data is available to share with all relevant stakeholders.

Responsibilities and Duties

  1. Generate Data Collection from the KFHI Project areas
  2. Coordinate data collection, analysis and reporting on performance indicators to the project team members and project counterparts;
  3. Develop monitoring and evaluation guidelines, frameworks and indicators for the country project plans in close collaboration with the COP and the Director of Programs.
  4. Monitor the implementation of recommendations and action points.
  5. Communicate widely within the team and externally the learning processes on M&E.
  6. In coordination with the project team members, ensure and enhance primary stakeholder ownership of programs via government and community participation and consultation and use of participatory approaches in M&E.
  7. Develop the Project Management Plan, setting out specific quantifiable performance indicators and targets for overall objectives and activities and establishing monitoring systems to measure project progress;
  8. Utilize critical inputs, feedback, and assessments from evaluation partners to inform changes in program approaches and scale-up.
  9. Help standardize program measurement and M&E tools and systems and ensure the project has a robust monitoring plan in place.
  10. Develop and actively manage donor performance monitoring plans, including working closely with external evaluators during donor assessments and evaluation;
  11. Manage the project monitoring information system to ensure efficient and effective collection, entry, analysis and amalgamation of project data (both quantitative and qualitative) and proper reporting of  outcomes and impact.
  12. Build capacity of program staff to conceptualize, collect, use and disseminate relevant data.
  13. Provide technical assistance in producing quarterly reports of program outputs and accomplishments.
  14. Work on data collection and management.
  15. Carry out M&E site visits to field activities if necessary
  16. Provide metrics to support the development of external and internal communications.
  17. Build on the existing government data collection systems strengthening (DHIS, CMW & LHW MIS) in order to avoid duplication
  18. Devise a monitoring system to track improvement in Maternal Child Health Outcomes or otherwise  

Qualifications and Experience

  • Masters’ degree in public administration, social science or related field.
  • Minimum of at least 3-5 years’ professional experience in a comparable position focused on monitoring and evaluation with an international development organisation.
  • Good working knowledge of ICT technologies (relevant hard- and software and ICT tools for development, such as social media and data management)
  • Strong independent managerial and organisational competence
  • Excellent communication skills, good interpersonal skills and a willingness to cooperate effectively with colleagues
  • Pro-active, independent and flexible attitude - precise, punctual and efficient behaviour
  • Excellent writing and speaking skills in English, Pashto and Urdu
  • Knowledge of M&E practice and policy
  • Good understanding of USAID funded projects
  • Willingness to travel to Khyber-Pakhtunkhwa
