Project Summary: 

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides  data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary:

MSI is recruiting for a short-term Data Analyst for performance monitoring of the Merit and Needs-based Scholarship Program (MNBSP) to work on an eight-person team of local consultants.

The team will monitor the MNBSP that provides scholarships to academically-qualified Pakistani students who, without financial assistance, could not afford a university education. These scholarships are managed at the institutional level and provide full tuition and stipend to competitively chosen individuals to study for a Bachelor’s or Master’s degree at one of 30 Higher Education Commission (HEC) approved Pakistani universities.

The duration of the assignment is from September 2017 through January 2020. This position will be full-time initially for six months and then will be part-time until the end of the assignment.

Responsibilities:

  • Participate in a Team Planning Workshop (TPW) in Islamabad to understand the monitoring purpose and methodology, data collection instruments, data collection and analysis plans.
  • Assist in drafting data collection instruments, data collection plans and data analysis plan.
  • Support in document review and online research relevant to the project.
  • Participate in meetings with implementing partners and USAID.
  • Participate in key informant interviews, focus group discussions, and completing observation checklists, if required.
  • Take comprehensive and high-quality notes during interviews and transcribe and translate notes in English in accordance with the required format, if required.
  • Write minutes of the meetings wherever applicable and submit them to the assignment manager.
  • Amend/improve translations/transcriptions in line with feedback provided by the team lead/assignment manager.
  • Clean, code and analyze the data as per the instructions of the team lead and the assignment manager.
  • Co-ordinate with the field researchers and keep track of their data collection activities.
  • Participate in conducting spot-checks during data collection.
  • Undertake other tasks as assigned by the assignment manager and the team lead for the successful completion of the study.

Qualifications:

  • At least a Master’s degree in a related field.
  • A minimum of three (3) years of experience in qualitative and quantitative data collection, organization and analysis.
  • Excellent MS Excel skills is required.
  • Willingness and ability to travel within the country.
  • Knowledge of Stata/SPSS or a statistical software package is necessary.
  • Excellent analytical and personal communication skills.
  • Fluent in written and spoken English.
