Job Description:

Health Policy Plus (HP+) is a USAID-funded five-year project awarded to Palladium (formerly Futures Group) on August 28, 2015. HP+ has a mandate across global, country, and subnational levels to strengthen and advance health policy priorities in HIV, family planning and reproductive health (FP/RH), and maternal health. It aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to their priorities. We carry forward proven approaches to preserve achievements. These approaches inform how we manage programs and engage with stakeholders, and tools and techniques improve decision making and the achievement of predetermined goals.

 

Position Summary:

HP+ Pakistan is seeking a video consultant to develop a short video (5-7minutes) and 3-5 40 second clips documenting the journey and successes of HP+’s Women Leaders’ Initiative that aims to strengthen women’s leadership, advocacy and accountability skills to effectively achieve outcomes; promote collaboration among women champions from public, political and civil society organizations at all levels; and expand opportunities for women to participate in policy advocacy. It builds on the experience and success of women’s leadership in family planning and reproductive health programs in past health policy projects.

 

Key Responsibilities:

The consultant will be required to work closely with HP+ to conceptualize, film, edit, and deliver a documentary video and 3-5 40 second clips of the journey and successes of the women leaders’ initiative. S/he will take video interviews of the women leaders to record their experiences, learnings and growth through their journey, film some meetings and events in Karachi as well as in one district in Sindh, and take any other footage or photographs as necessary for the documentary. The film will also include photos and other graphics that HP+ has already prepared.  The documentary is required to be consistent with HP+/USAID branding guidelines.

Before the final video is delivered, there will be a review process where HP+ will give feedback on the draft video. There will be a minimum of two rounds of review before the video is finalized.

This position is based in Karachi; travel to nearby districts may be involved. HP+ will cover travel and accommodation costs for any travel outside of Karachi related to this consultancy.  

 

Process:

  1. 1.       Strategy and Planning Phase (September 1st to 7th)
    1. Consult with HP+ to develop a concept/story board for the documentary and video clips
    2. Coordinate with HP+ on storyboard development
    3. Identify venues, interviews, and additional materials required
    4. Draft interview questions for HP+ review and approval
  2. 2.       Collection of Material (September 7th to October 15th)
    1. Review and evaluate existing photographs/video footage, and identify relevant photographs/videos to incorporate
    2. Shoot video footage/pictures of Women Leaders’ activities, and conduct video interviews, gathering written HP+ consent forms
    3. Develop captions, titles, and English subtitles as needed
    4. Develop script for narration
  3. 3.       Post production (October 15th to November 7th)
    1. Edit videos to include music and narration
    2. Submit rough cut of videos for first review
    3. Incorporate HP+ feedback and submit final cut for second review
    4. Finalize the videos in high resolution digital formats for viewing on large screen and online quality assurance testing

 

Estimated total number of days: 20

 

Deliverables:

1) A 5-7 minute video documentary, filmed in HD, chronicling the journey and achievements of the women leaders. The consultant will be expected to work closely with the HP+ team on developing a creative story line, and ensure that all the necessary information is covered in the documentary. The video will primarily be in English, however if there is content in Urdu, the consultant will be required to translate the content for captions. The final documentary will need to be easily accessible and available to upload to the HP+ YouTube channel.

2) 35-40 second short video clips for social media of short quotes/inspirational statements from the Women Leaders

Final Video and clips, after HP+ second review: First week of November

3) Out-takes and other footage for potential future HP+ use.
